Brewing Company for the premise located at 12266 Bacardi Ave West and authorize sales
on Sundays
BACKGROUND
DCJD, LLC has applied for an On-Sale Brewer Taproom, Off-Sale Small Brewer License and Off Sale –
128 Ounces per Day for North 20 Brewing Company located at 12266 Bacardi Ave West in accordance
with Title 3, Chapter 1 in city code. North 20 Brewing Company will be housed in a barn-style building to
fit in with the rural setting, seating 97 guests. North 20 anticipates opening to the public as soon as
possible following approval of licensing from the city and then the state.
The Police Department has conducted the appropriate background check on the corporation and
determined that there are no issues that would disqualify the applicants from obtaining a liquor license.
The applicant will be subject to all regulations set forth in the City Code under Title 3, Chapter 1, and
Minnesota Statute 340A. The applicant has paid the investigation fees and has submitted a Certificate of
Liability insurance including minimum coverage set by state statute. The fee for the liquor licenses will be
pro-rated and determined upon issuance. The license will expire December 31st each year.
The applicant also requests to conduct on-sale business on Sundays. Council may authorize a taproom to
conduct on-sale business on Sundays with no additional license needed. North 20 Brewing Company
wishes to serve alcohol on an outdoor patio. The submitted application and site plan meet the
requirements set forth in section 3-1-14. Currently, a temporary fence is in place until material is available
for the permanent fencing which is expected to arrive the end of July. Upon council approval, the state will
do a final approval for the taproom and an inspection will be required for the off-sale prior to state
approval.
The 2022 Minnesota Legislative Session resulted in the passage of a new law, Minnesota Statute 340A. 29.
This law has created a new class of off-sale license for small brewers with production up to 7,500 barrels
of beer annually and allows the off-sale of malt beverages up to 128 ounces, per customer, per day. The
applicant is interested in the new small brewer off-sale license and has submitted the application to
conduct these sales. If approved by council, the completed application goes to the Alcohol and Gambling
Enforcement Division to be entered into the statewide liquor license database.
Representatives from North 20 Brewing Company will be present at the Council meeting to answer any

questions the Council may have regarding the request for a liquor license.
RECOMMENDATION
Upon holding the public hearing, staff recommends approval of the an On-Sale Brewer Taproom, Off-
Sale Small Brewer License and Off Sale – 128 Ounces per Day for DCJD,LLC, dba, North 20 Brewing
Company for the premise located at 12266 Bacardi Ave West.

A RESOLUTION APPROVING LIQUOR LICENSE FOR
DCJD,LLC, dba, NORTH 20 BREWING COMPANY
WHEREAS, the City Council, pursuant to City Code Section 3-1-6 (B) held a public hearing on June
21, 2022, with respect to issuance of a liquor license for DCJD, LLC, dba, North 20 Brewing
Company, for the premise located at 12266 Bacardi Ave, Rosemount, MN; and
WHEREAS, the City Council has reviewed the application as it is on file with the City Clerk; and
WHEREAS, the Chief of Police has reviewed the application as it is on file with the City Clerk; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount as
follows:
1. To grant and approve a license for " On-Sale Brewer Taproom, Off-Sale Small Brewer License and
Off Sale 128 Ounces per Day " to DCJD,LLC, dba, North 20 Brewing Company, on premises located
at 12266 Bacardi Ave, Rosemount, MN, in accordance with plans on file with the City, subject to:
A. All terms and conditions of City Code Title 3, Chapter 1 as amended, and Minnesota Statute
340A.
B. Liquor sales and consumption shall take place at the premise.
C. Council may authorize a taproom to conduct on-sale business and sales of growlers on
Sundays with no additional license needed.
D. Allows the off-sale of malt beverages up to 128 ounces, per customer, per day.
2. The Mayor and City Clerk are hereby authorized to execute said license.
3. This license shall expire at 11:59 o'clock p.m., December 31, 2022.
