Minutes of the June 21, 2022 Work Session ProceedingsROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS JUNE 21, 2022 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Tuesday, June 21, 2022 at 4:00 pm at Rosemount City Hall, Council Chambers, 2875 145th Street West. Mayor Droste called the meeting to order with Councilmember Weisensel, Freske and Essler. Staff present included City Administrator Martin, Public Works Director Egger, Finance Director Malecha, Police Chief Dahlstrom, Community Development Director Kienberger, Assistant City Administrator Foster. Guests present: BKV Group, Oertel Architects and Kraus-Anderson Representatives. DISCUSSION 2.a. Public Works/Police Department Campus Project Update City Administrator Martin introduced the group of representatives present and discussed the overall process thus far for the development of the Police and Public Works Campus. The design team presented the building scope, a detailed budget and the different scenarios that are possible for the project. The team provided a good, better and best option based upon the design team’s recommendations and in comparison, to other cities of Rosemount’s projected growth. Councilmembers agreed that the current “good” option would not be a viable option. The team discussed the significant budget impact that is occurring due to inflation, updated growth trajectory and the overall economy. Currently, the project is approximately one year out from going out for bid. Councilmembers discussed utilizing current space for fleet and questioned what impact that would have on the budget, what part of the building could be expanded at a later date if the budget doesn’t allow for the all-in to happen right away and the estimated tax impact the project could have on the median value home. Councilmember Freske noted to be conscious of a possible school district bond in the coming years. Staff noted there are a few different financial options that are possible; i.e. bonds, funding from utility rate model, etc. All of these details will be further investigated by staff and presented back to council at a later date. Ultimately, direction was given to pursue a “better plus” option for the building going forward. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Essler the meeting was unanimously adjourned at 5:51 pm.
