Application to Conduct Off-Site Lawful Gambling by Confidence Learning Center at the
Rosemount VFW Post 9433
BACKGROUND
Confidence Learning Center has submitted an Application to Conduct Off-Site Gambling, Gambling
Control Board Form LG230, to conduct a raffle in the City of Rosemount. The raffle will be part of a
fundraiser taking place at the Rosemount VFW on September 17, 2022. While typically a raffle may be
administratively approved, because Confidence Learning Center has a premises permit elsewhere, their
application must be approved by Council Resolution.
Confidence Learning Center, otherwise known as Camp Confidence, is an outdoor center for persons with
developmental and cognitive disabilities along with the deaf and hard of hearing communities. The camp
is located in the Brainerd Lakes Area of Minnesota. The program at Camp Confidence is aimed at
promoting self-confidence and self-esteem, and the necessary skills to become full, contributing members

RECOMMENDATION
Staff recommends approval of the attached Resolution Approving LG230 Application to Conduct Off-
Site Lawful Gambling by Confidence Learning Center at the Rosemount VFW.

RESOLUTION APPROVING LG230 APPLICATION TO
CONDUCT OFF-SITE LAWFUL GAMBLING BY CONFIDENCE
LEARNING CENTER AT THE ROSEMOUNT VFW POST 9433
WHEREAS, Minnesota Statutes Chapter 349 provides that organizations licensed by the
Gambling Control Board must obtain authority from the Board to conduct lawful gambling
at a specific location. The statute also stipulates that the application will not be approved
unless the organization submits a resolution of approval by the local unit of government; and
WHEREAS, Confidence Learning Center has submitted an LG230 Application to Conduct
Off-site Gambling at the Rosemount VFW Post 9433, 2625 120th Street West.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Rosemount, Minnesota (the “City”), hereby approves the lawful gambling application to
conduct a raffle on September 17, 2022, at the Rosemount VFW Post 9433.
ADOPTED by the City Council of the Cit y of Rosemount, Minnesota this 19th day of July,
2022.
