WORK SESSION PROCEEDINGS
JULY 5 , 202 2
CALL TO ORDER
Pursuant to due call and notice thereof a special work session of the Rosemount City Council was
held on Tuesday, July 5, 2022 at 5:00 pm at Rosemount City Hall, Council Chambers, 2875
145th Street West.
Mayor Droste called the meeting to order with Councilmember Weisensel, and Freske.
Councilmember Essler arrived during item 2.a.
Staff present included City Administrator Martin, Public Works Director Egger, Finance Director
Malecha, Parks & Recreation Director Schultz, and Community Development Director Kienberger.
DISCUSSION
2.a. Preliminary 2023 Budget Review
City Administrator Martin and Finance Director Malecha provided an update of the latest standing
of the 2023 budget. The preliminary 2023 budget shows an increase of 7.54% to the Operating
Budget, which results in a 5.96% increase in the property tax levy. This equates to a $65 increase on
median valued homes that see an 18.88% value increase from 2022.
Mr. Martin discussed the highlights of each department’s budget noting staff will discuss the CIP
and other funds in October/November. Items also discussed; Building Department permit revenue,
Fire Department succession planning and equipment, Police Department staffing, and health
insurance premiums.
UPDATES
3.a. Project Updates
i. Parks and Recreation
Parks & Recreation Director Schultz updated that staff is still waiting for the sun shelter for
the Skate Park. The Bonaire Path Trail Feasibility Study is completed and will be presented
to council at a near future meeting. Staff is currently gearing up for Leprechaun Days taking
place later in July.
The McMenomy Family has signed the purchase agreement for the park land. Closing is
tentatively expected in November 2022.
City Administrator Martin updated council about the LifeTime purchase. Staff recommends
purchasing the land in November 2022 due to the current market. LifeTime plans to
postpone ground breaking until 2023. The plats are currently being reviewed by the City’s
Planning staff.
ii. Community Development
Community Development Director Kienberger updated council that staff continues to work
with large developers. Lennar and LifeTime will be on the next Planning Commission
meeting. Frana Companies is adding a second building and has brought forward a permit
that will be reviewed by the Planning Commission at the July meeting. Frana is exploring
into tapping into the rail system located near their site.

ii. Engineering
The 2022 Street Improvement Project is wrapping up. Boulder Avenue has not advertised
for bid yet due to hold-ups with Minnesota Department of Transportation. Staff is currently
reviewing the crosswalks and bumps out at Cameo, Canada, and 145th Street West.
Improvements will commence in mid-late 2022.
3.b. Staff Reports
Councilmember Weisensel updated council that Dakota County Communications (DCC) has been
renamed to Dakota 911.
i. Upcoming Council Events
Councilmembers signed up for slots for their Leprechaun Days booth. Leprechaun Days is
scheduled for July 23 through July 30th, 2022.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Block the meeting was unanimously adjourned at 6:53 pm.
