Motion to recommend the City Council approve the Preliminary Plat for Frana Companies, subject to the following conditions: a. Approval of a Planned Unit Development Agreement Master Development Plan with Rezoning. b. Conformance with all the requirements of the City Engineer as detailed in the attached memorandum dated June 14, 2022. c. Payment of trunk area charges in the amount of: i. Sanitary Sewer Trunk Charge: $1,075/acre ii. Watermain Trunk Charge: $6,500/acre iii. Storm Sewer Trunk Charge: $6,865/acre d. Payment of $68,250 as cash -in-lieu of park dedication. 2. Motion to recommend the City Council approve a Zoning Map amendment to rezone the site from BP-Business Park to LI-Light Industrial. 3. Motion to recommend the City Council approve the Planned Unit Development Master Development Plan with rezoning of the property from LI-Light Industrial to LI PUD-Light Industrial Planned Unit Development, subject to the following conditions: a. Execution of a PUD agreement. b. A deviation from City Code Section 11-4-15-1 F. to permit the main structure on site to be 40-feet away and parking and circulation on site to be 20-feet 2 away from a minor arterial road right of way. c. A deviation from City Code Section 11-6-1 H. to allow for fewer parking stalls than required. d. A deviation from City Code Section 11-5-2 C.h. to permit an eight (8) foot tall security fence that will be chain linked with privacy slats. e. Motion to recommend the City Council approve a Conditional Use Permit for Outdoor Storage in the LI-Light Industrial zoning district. SUMMARY Applicant: Frana Companies Property Owners: CAR NAV FIVE Location: 15902 Robert Trail South Site Area in Acres: 13.66 Acres Comp Plan Des.: BP-Business Park Current Zoning: BP-Business Park Proposed Zoning: LI-Light Industrial The Planning Commission is being asked to consider several requests by Frana Companies, the approval of which will allow the construction of a manufacturing facility in the Rosemount Business Park Zoning District. The facility will be comprised of a 61,050 square foot manufacturing facility consisting of 56,732 square feet of manufacturing space and 4,318 square feet of office space, 83,000 square feet of outdoor storage, and an area for employee and visitor parking. The proposed Planned Unit Development will include deviations from the City Code related to structure and parking setbacks to the roadway, parking requirements, and to allow the construction of an 8’ tall security and screening fence. Architecturally, the principle structure on the site meets the requirements for the LI-Light Industrial zoning district and no other deviations from the development standards of the LI- Light Industrial zoning district are being requested. Staff is recommending approval of the requests, subject to the conditions listed in the recommended action. BACKGROUND 3 The site of the proposed manufacturing facility and office space historically has been utilized for agricultural purposes and has never been constructed upon. The project site currently is made up of two separate parcels, one containing 6.38 acres and the other containing 12.90 acres. The eastern parcel that contains the 12.90 acres contains quite a bit of road right of way land along Highway 3 and goes down to the parcel to the east adjacent to County Road 46. The project site though will only contain the 6.38 acres of the western parcel and 7.28 acres of the western parcel. The applicant is requesting a preliminary plat to combine the two lots into a single parcel. The two subject parcels were previously zoned GI-General Industrial, along with its surrounding parcels to the south and east. It was guided for Community Commercial, but with its proximity to Highway 3 and as well as the railroad the City decided to go forward with re guiding this site and the surrounding parcels to BP – Business Park to allow for additional types of businesses to utilize them. Light Industrial is an allowed zoning district within the designation of BP to a limited extent as well. Since the applicant is proposing outdoor storage as a component of the project, a rezoning of the site to LI-Light Industrial is required due to the fact outdoor storage is a conditional use in the LI zoning district while it is not permitted in the BP zoning district. ISSUE Plat The site is comprised of two parcels adjacent to and in between South Roberts Trail (Highway 3) and Canada Circle, north of County Road 46. The principal structure will be located on the current eastern parcel, the outdoor storage will be located in the middle of the two parcels and the entrance to the site and the stormwater ponding will be located on the western current parcel. The applicant is requesting approval of a preliminary plat that would combine the two subject parcels into a single lot. The applicant will come forward with a final plat request at a later date. The proposed plat meets all the dimensional standards of the LI-Light Industrial zoning district. Rezoning The Planning Commission reviewed a change to the land use designation of this site plus the surrounding properties to the south, east, and west from CC-Community Commercial to BP-Business Park at its meeting on April 26, 2022. The Commission recommended approval, which was granted by the City Council on May 17. The review period for the amendment ended early in July and is currently with the Met Council for their approval. Once approved by the Met Council this site and the surrounding parcels will be designated as BP in the City’s comprehensive land use plan. The applicant is requesting the site be rezoned from BP-Business Park to LI-Light Industrial to allow for outdoor storage on site, subject to the conditions of the zoning ordinance. The use of the LI zoning district is consistent with the comprehensive plan in which the Business Park land use designation allows for some limited zoning of land within that designation as LI-Light Industrial. Site Layout The principal structure on the site will be an office/manufacturing facility 61,285 square feet in area. The new facility will comprise of 4,557 square feet of office space and 56,728 square feet of manufacturing space. The outdoor storage will consist of mostly units of lumber and covered lumber racks. The storage area is located to the west of the principal building on site. To the west of the outdoor storage area is where the stormwater ponding area is located, which is east of Canada Circle and directly north of the access driveway to the site. The employee parking area is located to the east of the facility and to the west of Highway 3 and will comprise of 54 parking stalls. Extensive screening between the parking area and the front of the facility to Highway 3 includes a mixed variety of landscaping all along the eastern portion of the site and northern portion of the site along Canada Circle. The applicant is requesting to use an 8’ fence along the norther, western, and southern perimeters of the site. The northeast corner of the site, which will be facing Canada Circle and Highway 3, will consist of an 8’ decorative opaque fence that is comparable to the materials of the principal structure. The remaining fence around the perimeter of the site will consist of an 8’ chain link fence with privacy slats and colored to match the building. This type of fencing is only permitted in the GI district, but staff is supportive of its use in the development due to the nature of the 4 use and the fact it will not be near any public right of ways. A unique feature of this project is the potential for a railroad spur extension near the southwest portion of the site near the driveway access. Though there are no immediate plans to build the spur, it is a possibility for the site in the future. The applicant is asking to allow the facility to be 40-feet away and the parking area to be 20-feet away from a minor arterial road right of way, Highway 3. The applicant is asking for this deviation to the code because the long lumber stock that is planned to be on site will continuously be transported around the back lot, requiring wide maneuvering spaces behind the building and the need to utilize space as much as possible on site. These setbacks are similar to the ones that were approved with the Planned Unit Development Agreement with Custom Apparel which is located to the north of this site. The additional setback is only required in this instance because it is adjacent to Highway 3; however, the proposed berm and landscaping between the site and the highway will provide a substantial buffer between the new building and the road way. The table below shows the minimum setbacks of the site relative to the required setbacks within the Code. The office portion on the east side of the building will feature an upgraded face brick and natural limestone façade with aluminum storefront windows and prefinished metal sunscreen canopies. The remaining areas of the building will have neutral colored metal panels with limestone accent walls at either end. The manufacturing portion of the building will have perimeter clerestory windows for daylighting the interiors. The building will be approximately 21-feet high to the eaves and 28-feet high to the ridgeline, which meets the City Code requirement for building height within the LI zoning district. Landscaping The landscaping plan provided by the applicant shows extensive planting along the east side of the property, which is adjacent to Highway 3, and where the office and parking area is and as well as the north part adjacent to Canada Circle and around the stormwater ponding area. One tree per 3,000 feet of land area is required. This includes trees at the boulevard spaced at fifty-foot intervals. Based on a site area of 594,948 square feet, a total of 198 trees are required. The landscape plan contains the required 198 trees throughout the site. The City Code also requires one foundation planting per ten linear feet of building perimeter. In this case, that equals 116 foundation plantings. The landscape plan does identify that it will provide the 116 foundation plantings. The Code also requires that the outdoor storage area be included in the calculations of the perimeter area. The landscape plan does not identify the perimeter of the outdoor storage area so with a condition of approval the landscape plan must be updated to account for the additional foundation plantings required by the code. Finally, the Code requires a minimum of 5% of the parking area to be landscaped with islands and peninsulas. Based on a parking area of 15,750 square feet a total of 787 square feet of landscaped area shall 5 be provided. The landscape plan meets the screening requirements of the code for parking and loading areas. No significant trees were identified in areas contained within the demolition plan, and therefore no replacement trees are required as part of the landscaping plan. Access and Parking Truck and car access into the site will be from a gated driveway from the south end of Canada Circle as no access is permitted from Highway 3 to the site. Access and egress to the site will be from Highway 3 to Canada Circle and then into the site. The Canada Circle and Highway 3 intersection will also have Boulder Avenue as a fourth leg of the intersection. Employee and visitor parking will be located on the east side of the facility which is on the opposite end of the access point to the site. The parking ratio required by the City Code is 1 stall/300 square feet gross for manufacturing business and 1 stall/200 square feet for office, which would make it a total of 211 stalls needed. The applicant is proposing to provide 54 parking stalls. The applicant stated in their narrative that due to their low employee density and their facility not being open to the public the required parking stalls are not needed for the site. Frana Companies plans on running one shift to start over the next few years with intentions of adding a second shift later on. With a total of 30 employees the applicant finds the 54 parking stalls to be sufficient for the site and that there is room on site for parking expansion if needed in the future. The proposed parking area features landscaping that meets the requirements of the City Code. A deviation to the code within the Planned Unit Development Master Development Plan to allow for fewer parking stalls than required will be implemented. A possible addition access point to the site will be from a potential railroad spur track that would be located in the southwestern portion of the site near the main entrance driveway that would lead to the outdoor storage area. No special city approvals are required for the extension of the rail spur, although it is reviewed as part of the grading permit. Site Lighting The applicant has provided a site lighting plan and accompanying photometric plan showing that the site lighting will not exceed 0.5 lumens at any residential property line or 1.0 lumen at any non-residential property lines. The applicant is proposing 20’ light poles throughout the site, which meets the City Code requirement for lighting height within the LI-Light Industrial zoning district. LED Wall pack lights are proposed on the site as well. Lighting is proposed around the principle building, which will illuminate the employee parking area and as well as lighting along the outdoor storage area. Signs Signs are generally approved administratively, but the applicant did provide plans that showed two proposed signs for the site. A free-standing sign near the entrance at Canada Circle and a wall sign on the front of the proposed manufacturing building. The location of the free-standing sign must be placed 10 feet back from the front property line. A sign permit application must be submitted and reviewed for compliance with the Code, and any issues will be addressed during that process. Utilities Municipal sewer and water exist within Canada Circle. Sanitary sewer to the site extends from an existing 6-inch service located in the northwest corner of the plat extending from Canada Circle. The sewer service is proposed to extend south within the plat to the building. Water will be serviced to the site by an 8-inch watermain stub located in the northwest corner of the plat, which is adjacent to the sanitary sewer stub. The watermain will need to be looped back to the watermain (hydrant) located in the Canada Circle cul-de- sac for water flow and quality purposes. Stormwater will be handled on site with a stormwater basin in the western portion of the site. Conditional Use Permit 6 A conditional use permit is required for this project to contain outdoor storage on the site. There are several conditions included in the City Code related to such a use in the LI-Light Industrial zoning district. In order for the conditional use permit to be approved, those conditions must be met in addition to the general standards for a conditional use permit found in Section 11-10-7 of the City Code, listed below. The following general conditions must be met in order to approve a Conditional Use Permit. 1. Will not be detrimental to or endanger the public health, safety, or general welfare of the neighborhood or the city. Finding: The public health, safety, or general welfare of the neighborhood or city will not be endangered by the proposed outdoor storage. 2. Will be harmonious with the objectives of the comprehensive plan and city code provisions. Finding: The site is guided for Business Park uses and the requested zoning of LI-Light Industrial is listed as an appropriate zoning classification for this site in the Comprehensive Plan. Office/warehouse and distribution centers are identified as appropriate uses. 3. Will be designed, constructed, operated and maintained so as to be compatible or similar in an architectural and landscape appearance with the existing or intended character of the general vicinity and will not change the essential character of that area, nor substantially diminish or impair property values within the neighborhood. Finding: The principle structure is consistent in design and appearance with other structures in the Rosemount Business Park. The proposed outdoor storage will be landscaped and screened to minimize its impact on the existing character. 4. Will be served adequately by existing (or those proposed in the project) essential public facilities and services, including streets, police and fire protection, drainage, structures, refuse disposal, water and sewer systems and schools. Finding: The site will be served by both existing and new public facilities. There will be an extension of Canada Circle into the site, but existing sanitary sewer and watermain from Canada Circle will service the site. 5. Will not involve uses, activities, processes, material equipment and conditions of operation that will be hazardous or detrimental to any persons, property, or the general welfare because of excessive production of traffic, noise, smoke, fumes, glare or odors. Finding: The proposed use is not anticipated to involve hazardous or detrimental activities, processes, material equipment, or conditions of operation. 6. Will have vehicular ingress and egress to the property which does not create traffic congestion or interfere with traffic on surrounding public streets. Finding: Access and egress to the site will be from Highway 3 to Canada Circle and then into the site. Staff finds that this will not significantly impact traffic on surrounding road ways. 7. Will not result in the destruction, loss or damage of a natural, scenic, or historic feature of major importance and will comply with all local, state, and federal environmental quality standards. Finding: The site of the proposed use does not contain any natural scenic or historic features. 8. These standards apply in addition to specific conditions as may be applied throughout this code. Outdoor storage in the LI-Light Industrial zoning district is allowed, subject to the following conditions: 1. Outdoor display/storage or sales related to motor and recreational vehicle, trailer, boat, or agricultural 7 machinery sales or rental is prohibited. Finding: The outdoor storage area will not be related to motor and recreational vehicle, trailer, boat, or agricultural machinery sales or rental. 2. The site and building(s) shall be designed to limit the effects of outdoor storage on adjacent properties and public rights-of-way. Finding: The storage area is positioned behind the principal structure when viewed from Highway 3 and is not in direct view from County Road 46 due to the parcel to the south. The ponding area and landscaping associated with it will also shield the outdoor storage area form Canada Circle. 3. The outdoor storage area is limited to an area equal to fifty percent (50%) of the gross floor area of the principal building. Finding: The storage area is more than the allowed 50% of the gross floor area of the principle building. This will be addressed within the Planned Unit Development Master Development Plan to allow for the increased storage area square footage. 4. The storage area shall be clearly identified on the approved site plan for the project, may only be located in either a side or rear yard, and shall not encroach into any required setback. Finding: Based on the definition of a front yard in the Zoning Ordinance, the outdoor storage area is located within the rear yard area of the site. The minimum setback for accessory structures is 10’. The plans show the storage area show greater than 10 feet from the rear property line. 5. Any outdoor storage area shall be enclosed by a one hundred percent (100%) opacity screen to a height equal to the item being screened but not more than thirty-five feet (35'). Any portion of the storage area adjacent to a public right-of-way (ROW) or any nonindustrial use or district shall be screened by building(s) or screening wall(s) made of the same materials as the principal building and shall not extend more than seventy feet (70') without a change in architecture to reduce its mass and appearance. Those portions of the storage area adjacent to any industrial use or district may be screened by fencing or the like. Finding: The outdoor storage will be enclosed by an 8’ fence around the north, west and south area of the site. The building on site screens the outdoor storage from Highway 3 towards the east. The outdoor storage is located in the middle of the site and does not abut up to any roadway, screening along with the fence will be surrounding the perimeter of the site. 6. The storage area shall be surfaced with concrete or an approved equivalent to control dust. Finding: The storage area, as well as all improved areas of the site will be surfaced with either concrete or asphalt. 7. The storage area shall not take up, or interfere with access to, any required parking, loading, maneuvering or pedestrian area. Finding: Parking, loading, maneuvering, and pedestrian areas will not be impeded by the storage area. 8. The storage area shall be maintained in a neat and orderly fashion. Finding: It is in the interest of the applicant to ensure the area is maintained in a neat and orderly fashion. Any violations of this condition that are brought to the attention of City Staff will be enforced in accordance with standard procedures. 9. The perimeter measurement of the outdoor storage shall be included in the calculation of required foundation plantings. Finding: The applicant’s landscape plan does not consider the perimeter of the outdoor storage in its calculation of the amount of foundation plantings required. A condition of approval is that the landscape plan be updated to include those foundation planting. 8 10. No public address system shall be audible from a noncommercial or nonindustrial use or district. Finding: If the City is made aware of a violation of this condition, which is consistent with the noise ordinance within the City Code, enforcement will occur in accordance with standard procedures. CONCLUSION AND RECOMMENDATION Staff is recommending approval of the requests for a Preliminary Plat, Rezoning, Planned Unit Development Master Development Plan, and a Conditional Use Permit to construct a 61,050 square foot manufacturing facility with office space and outdoor storage, subject to the conditions listed in the recommended action. (Later, we will apply for the Final Plat) Facility Description and Design: A new manufacturing facility is being developed to support Frana Companies’ multi-family and commercial building projects. This new 61,050 sq. ft. manufacturing facility includes 56,732 sq. ft. of manufacturing space, and 4,318 sq. ft. of office space. The building will be approximately 21 ft. high to the eaves and 28 ft. high to the ridgeline. The prominent front office will feature an upgraded face brick and natural limestone facade coupled with aluminum storefront windows and prefinished metal sunscreen canopies. A reclaimed wood truss entrance canopy with limestone walls will add visual attention and a contemporary design appeal. The backdrop to the front office, on the remaining east façade, will have two-toned, neutral colored, architectural metal panels, with limestone accent walls at either end. The change in colors on the architectural metal panels breaks up the elevations into scalable proportions. The manufacturing portion of the building will have perimeter clerestory windows for daylighting the interiors, as well as adding façade interest. Frana will fly the American flag on an aluminum flagpole at the front entrance. The main driveway is located off the Canada Circle cul-de-sac. Vehicle entry gates will be constructed of opaque fencing and have automatic sliding opening and closing slide functionality. 2 Outdoor Storage: The storage yard will be completely enclosed with an opaque security and screening fence. Storage will consist of mostly units of lumber and covered lumber racks not to exceed 18 ft. high. Most storage will be in the rear and side yards, but all screened with an 8 ft. tall fence and generous landscaping. See below for more description of screening strategies. Also, refer to the 3D renderings which demonstrate the success of our proposed fence and landscaping. Importantly, the views from the street will work to Frana’s advantage to screen the storage, since Robert Trail South is at a lower grade, and our building / fence / storage is up at a higher elevation. Additionally, visibility of rear storage will be blocked by the actual manufacturing building itself. Setbacks: We are requesting relief from the ordinary front yard zoning setbacks via the PUD process to utilize the property efficiently for operations. Specifically, we’re using the same setbacks as was provided on a nearby PUD parcel – 40 ft. building and 20 ft. parking setbacks. Long lumber stock is continuously transported around the back lot, requiring wide maneuvering spaces behind the build ing. Refer to the Site Plans. Parking: Frana Companies has large manufacturing equipment inside the facility, as well as extra-large aisles for product maneuvering, both taking up considerable floor space. Their low employee density does not fit exactly within the L1 zoning requirements for parking, nor is their facility open to the public. Customers typically do not visit. The tabulation below shows strict zoning parking calcs: Parking per Zoning: Mfg. / Assembly – 1 stall per 300 GSF x 56,732 GSF = 189 stalls (actual = 21 on day shift) Office – 5 stalls per 1,000 GSF x 4,318 GSF = 22 stalls (actual = 9 on day shift) Total Required = 211 stalls (actual = 30 on day shift) Frana will run one shift at this time, and over the next 1-2 years implement a 2nd shift. The day shift has approximately 30 employees, the night shift slightly less. We are proposing parking for 54 cars, which exceeds the total number of employees on site at any time of day. There is plenty of room on site for parking expansion if a different lessee were to occupy the property at a future date. Landscaping and Screening: Three distinctive styles of screening and landscaping are proposed around the property. First, the front of the building, facing Robert Trail South, will have a 3 ft. tall earthen berm to screen the front parking lot; plus overstory trees and conifers spaced to offer filtered views to the ni ce front building façade. The front of the building will also have perennial shrubs and perennials and seasonal flowering plants for scale and interest. Second, the northeast corner of the site, facing Canada Circle and Robert Trail So., will be further screened with an 8 ft. tall decorative opaque fence that will complement the front building façade. A densely mix of conifers and overstory deciduous trees will be planted for an effective and pleasing screening of our outdoor storage. Boulevard trees will also be planted all along the public way of Robert Trail So. and Canada Circle, in addition to the other plantings on site. 3 Third, the remaining side yards and rear yard perimeters are also screened, using an 8 ft. tall chain link fence with privacy slats and colored to match the building. These side and rear yards do not face North Robert Trail. Inside the perimeter screen fencing, additional trees will be planted around the western storm water pond ; as well as the perennial shrubs and perennial and seasonal flowering plants around the building front. Future Rail Spur Flexibility: The site plans show a potential future rail spur track along the south property line, on the west portion of the site. There are no immediate plans to build that rail spur, but we want you to be aware of that opportunity, since it is an asset that Frana may want to take advantage of in the future . Signage: SIGN 1: The Frana name and logo will be installed above the front main entrance door . SIGN 2: A 4’ w. x 3’ h. post-mounted ground sign will be placed at the main vehicle entrance at the end of the Canada Circle cul-de- sac, also with the FRANA name and address. None of the signs will be internally illuminated. Signs will be pre- finished metal and Plexiglas with custom logo artwork. Wetlands: No wetlands exist on site. Water, Sanitary Sewer and Storm Water Utilities: Water service is available in Canada Circle; and we propose to hook up to it with a 6” combined domestic and fire service pipe. Sanitary sewer service is stubbed into the site from Canada Circle; and we propose to hook up to it with a 6” service pipe. Stormwater runoff from the roof and all developed impervious surface will be collected in to an infiltration basin located on the west end of the site, designed to meet requirements for runoff rate control, volume reduction, and water quality. Most of the site drains to the west. Runoff from the east and north is collected by storm sewer and conveyed to the ponding area in the western portion of the plat. Two storm sewer systems are proposed. These systems will be private and must be maintained by the property owner. The pondin g area does not include an independent NURP cell for pretreatment of storm water runoff. The ponds emergency overflow is indicated on the plan to go north along Canada Circle, the actual overflow rout is to the south across the proposed driveway to a low area on the south side of the driveway. This area overtops to the south and east across the NGL Supply Terminal Company parcel. A retaining wall is proposed along the southerly plat line. The base of the wall elevations do not reflect the existing contours or elevations indicated in the ALTA survey. 1. The proposed contours in the southeast corner of the parcel do not reflect the existing contours adjacent to TH 3. 2. The proposed retaining wall appears to be located on the south property line. The wall needs to be moved north to allow for side yard drainage. 3. The emergency overflows for the catchbasins on the north and east side of the building extend over a long slope. Provided ample inlet capacity and pipe capacity to minimize overflow from occurring. SANITARY SEWER AND WATERMAIN – UTILITY PLAN Sanitary sewer service to Frana Manufacturing Plant extends from an existing 6-inch service located in the northwest corner of the plat extending from Canada Circle. The sewer service is proposed to extend south within the plat to the building. Sewer cleanouts will be required every 100 feet of pipe extension. There is an eight-inch watermain stub located in the northwest corner of the plat (adjacent to the sanitary sewer stub) this watermain stub can be extended into the site. The watermain needs to be looped back to the watermain (hydrant) located in the Canada Circle cul-de-sac for water flow and quality purposes. Domestic and fire flows will be obtained from th e watermain extension. 4. Locate a fire hydrant off the northwest and southwest corners of the building. 5. The turning radii for the City of Rosemount’s fire truck (Commander) must be place on the site plan to assure accessibility. STORM SEWER Storm sewer design and layout will be reviewed with the Surface Water Management plan submittal. 6. Minimum lateral pipe size shall be 15” in diameter. c. Match pipe crowns at junction manholes to limit hydraulic head increase. d. The maximum spacing between manholes is 500-feet. e. The pond inlet flared end sections shall be installed with ½ the pipe diameter below the outlet elevation. Currently, the inlet flared end sections are approximately 8.7-feet below the outlet elevation. f. Show the drain leaders from the proposed building. 2. Water Quantity a. Storage of the runoff from the 100-year 24-hour storm event is required onsite. Per the HydroCAD model, the HWL is 946.45 while the outlet pipe is at 944.20, indicating that water will leave the site in the 100-year event. b. Please update the stormwater report to define the rate control requirement for the City of Rosemount as requiring no discharge in the 100-year 24-hour event and limiting discharge rates for the snowmelt event to 0.5 cfs/acre. 3. Water Quality a. Provide pretreatment of runoff to Nationwide Urban Runoff Program (NURP) standards prior to discharging to the infiltration basin. 4. Modeling and Drainage Areas a. Revise drainage area and model to include drainage to the existing low point south of the cul-de-sac. b. Revise the proposed drainage area map to adequately show the water leaving the site instead of routed to the basin. c. Split the drainage areas to adequately model flow to the low point and flow to the proposed basin. d. Include all offsite water to the basin in the HydroCAD model. e. The existing model utilizes HSG A curve numbers, but the Web Soil Survey and proposed model indicates the presence of HSG B soils. Modify the existing model to utilize B soils. f. Prismatoid storage should only be used for ponds with rectangular bottoms. Convert to custom stage storage. g. Web Soil Survey indicates the presence of B soils. As such, utilize a 0.15 in/hr as the design infiltration rate. Accordingly, revise the required infiltration area calculation and provide the required area within the basin. SWPPP: 1. Submit a SWPPP and erosion and sediment control plan. 2. Sod shall be installed in the boulevard adjacent to curb and gutter.
