RECOMMENDED ACTION: Motion to Approve the Creation of and Stipend for the position
of Battalion Chief
BACKGROUND
The Fire Department budget for 2023 included the creation of a Battalion Chief at each Fire Station. Due
to departmental changes, staff is requesting that one of the Battalion Chief positions start on October 1,
2022 and a second position start on January 1, 2023.
As discussed during a previous work session, the Fire Department is in need of additional leadership
hierarchy at each of the Fire Stations. Due to the nature of a volunteer department staffed with paid-on-
call fire fighters, having growth opportunities within the agency helps keep fire fighters invested in the
betterment of the department. To prepare for the future addition of a full time Chief as well as the
addition of other full-time staff, it is important to get a strong command structure in place for this
transition. The addition of Battalion Chiefs will create not only growth and depth in the command
structure but also allow for the transfer of duties off the current Chief and Assistant Chief position to
better prepare for the future of the department.
The proposed stipend per quarter is $750. The 2022 budget can accommodate the 4th quarter stipend for
one Battalion Chief. By allowing this to occur, the leadership and guidance at each station will benefit all
members of the department as well as better serve the citizens of our community. The fire department
continues to see increases not only in calls for service but also residential and commercial alarms as well as
requests for attendance at community events.
RECOMMENDATION
Staff recommends that the City Council approve the creation of and the stipend for the position of
Battalion Chief.

POSITION TITLE: Battalion Chief
DEPARTMENT: Fire Department
ACCOUNTABLE TO: Assistant Fire Chief

SUMMARY OF POSITION
This position assists the Assistant Fire Chief in the daily leadership of the Paid-On-Call
(POC) Station Officers and Firefighters; serves as operational liaison between the paid-
on-call fire department officers and provides direct supervision to station staff;
responsible for assisting in the overall operation of the fire department that includes:
planning, implementation, maintenance, and evaluation of programs, along with hiring
and development of POC personnel within each station.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Supervises POC Captains, Lieutenants and Firefighters.
• Delegates appropriate duties, responsibilities, and authority to subordinate
officers.
• Monitors and evaluates performance of POC personnel and takes
appropriate corrective actions to ensure POC personnel performance meet
the goals, objectives, and mission efficiently and effectively.
• Supervises all station officers, ensuring effective, professional, and safe
operations are conducted on all emergency scenes.
• Serves as a mentor to station officers and firefighters by being a role model
and ensuring the professional development of staff.
• Participates in recruitment and retention efforts to ensure the department
hires and retains quality personnel.
2. Establishes, maintains, and supervises a command of small- and large-scale
emergency operations.
• Makes or supervises command level decisions at emergency scenes.
• Able to assume any role within the department’s incident management
system.
• Being on-call for specified periods of time to ensure command presence in
the City.
3. Supports the Assistant Fire Chief with technical operations of the Fire Department.
• Provides representation on committee and task force assignments, assisting
with development, implementation, and evaluation of effective action plans
that meet the goals and objectives of the department.
• Contributes recommendations for maintenance of each station’s equipment,
apparatus and facilities.
• Assists Assistant Fire Chief with the preparation and administration of each
station’s budget, both operating and capital.
4. Works with Assistant Fire Chief to develop priorities for new and existing activities
of the stations and Fire Department.
• Recommends and implements short-term and long-term strategic goals and
objectives for Fire Department station operations.
• Monitors POC personnel performance and recommends programs and/or
policies to improve efficiency and effectiveness of Fire Department
operations.
• Works with all Officers to ensure Fire Department operations are enforced
consistently within and across each station.
5. Represents the Department in a manner that conveys a positive image of the Fire
Department and fosters cooperation and support.
• Prepares and reviews station correspondence, reports, and records and
takes appropriate action to ensure quality customer service standards are
maintained.
• Attends and participates in staff meetings, work sessions, training sessions,
and other meetings as requested by the Assistant Fire Chief.
• In conjunction with the Training Staff, coordinates efforts of station officers
and firefighters with the design and implementation of training programs.
• Working with the Assistant Chief and Fire Marshal, assists with coordination
of firefighters for Fire Prevention activities.
6. Assumes additional accountabilities as assigned.
MINIMUM QUALIFICATIONS
1. MN Licensed Firefighter.
2. Valid, unrestricted Minnesota Driver’s License.
3. High School Diploma or equivalent.
4. Eight years fire department experience.
5. Four years fire department supervisory and command experience of Lieutenant or
higher.
6. Fire service coursework in Incident Command or Safety.
7. Knowledge of modern fire suppression, protection and prevention.
8. Proven ability to communicate effectively both oral and in written format.
9. Experience with planning or delivering department training programs.
10. Good call and training attendance.
11. Meets or exceeds NFPA standards for Fire Fighter II.
12. Emergency Medical Responder or EMT Certification.
13. State Hazmat Operations Certified.
TOOLS AND EQUIPMENT USED
Fire Department specific tools and equipment; typical office equipment including
telephone, personal computer, copy machine, etc.
PHYSICAL DEMANDS
Able to work in all kinds of weather extremes. Able to walk and climb on all terrains and
climb ladders. Able to sit, stoop, kneel, crouch, talk and hear. Able to wear Self
Contained Breathing Apparatus and other personal protective equipment as required.
WORK ENVIRONMENT
Must be willing to respond to calls for service all hours of the day during the week, on
weekends and holidays when available to do so. The majority of work for this position
will be time spent outside a building and exposed to the sun, wind, rain, or snow. May
be exposed to temperature extremes, high noise, and miscellaneous hazards. Work
environment may be elevated or in confined spaces. May be required to wear specific
personal protective equipment.
