REGULAR MEETING MINUTES
AUGUST 17, 2022
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environment & Sustainability Commission
(ESC) of the City of Rosemount was called to order on August 17, 2022, at 5:30 p.m. in the Council
Chambers, City Hall, 2875 145th Street West, Rosemount.
Attendees included: Commissioners Renee Burman, Eric Johnson., Kristen Andrews, Tina Angerer,
Erin Delaney, and new commissioner Neal Shoe. Commission Chair Victoria Schlautman was absent.
Guests present include the following:
- Brita Moore-Kutz with the Vermillion River Watershed Joint Powers Organization
Staff present included the following;
- Stormwater Specialist Byron and Public Works Office Specialist – Recording Secretary
Simonson

ANNUAL MEETING
3.a. Issuance of Oath – Neal Shoe
Stormwater Specialist Byron administered oath.
APPROVAL OF MINUTES
4.a. Motion by Burman Second by Johnson
Motion to approve the minutes of the June 14, 2022 Environment and Sustainability
Commission meeting.
Ayes: 6.
Nays: None. Motion carried.
4.b. Motion by Andrews Second by Delaney
Motion to approve the minutes of the July 12, 2022 Environment and Sustainability
Commission meeting.
Ayes: 6.
Nays: None. Motion carried.
PRESENTATIONS
5.a. Vermillion River Watershed Joint Powers Organization (VRWJPO)
Brita Moore-Kutz, Communications & Outreach Specialist at the VRWJPO, provided an orientation
to the VRWJPO.
Commissioner Delaney inquired about educational opportunities for residents with private wells and
resources for information.
Commissioner Angerer inquired how the Vermillion River Watershed compares to other watersheds
in the state. Moore-Kutz stated she is not familiar with the standards well enough. However, it does
not appear to be any different than other watersheds in the state.

Commissioner Angerer further inquired how the VRWJPO measures success. Moore-Kutz indicated
that the VRWJPO shares monitoring outcomes and annual reports assessing the progress of each
project undertaken.
Commissioner Burman commented using the monthly blog as tool to promote grant opportunities,
projects, and events by the VRWJPO.
OLD BUSINESS
6.a. 2022 Goals Updates
Commissioner Angerer asked for any updates on the commission’s goals. Commissioner Burman
recognized the new Organics Drop Site goal has been completed.
Commissioner Andrews suggested that the new Commissioners Johnson and Shoe review the 2022
ESC Goals to choose a goal that is unassigned.
Commissioners will re-assess the goals at the Work Session on September 13, 2022.
6.b. 2022 Education & Outreach Calendar
Commissioners assigned the September blog post to promote VRWJPO ‘We Are Water Minnesota’
traveling interactive exhibit hosted by Dakota County from October 13 through December 5, 2022.
The Commissioners will further discuss blog topics and assignments at the September 13, 2022 Work
Session.
Commissioners discussed a recap of hosting an ESC booth at the 2022 Leprechaun Days.

There being no further business to come before the Environment & Sustainability Commission and
upon a motion by Angerer and a second by Johnson the meeting was adjourned at 6:48 p.m.
