BACKGROUND 120th Street W marks portions of the northern and southern boundaries for the cities of Rosemount and Eagan respectively. The westernmost portion of this road is gravel and contains a dead-end, stopping from the border with Apple Valley by about ½ mile. The road also borders Dakota County’s Lebanon Hills Regional Park in Eagan to the north. In 2019, water from an unnamed adjacent public lake began encroaching on the road and there was concern access to homes and county maintenance facilities to the west could be cut off temporarily due to flooding if heavy rains persisted. To reduce the risk of future flooding of the roadway, the City began pursuing installation of outlets for the basin jointly with the City of Eagan, Dakota County, and Vermillion River Watershed Joint Powers Organization. The project proposes to install 2 pipes under 120th Street W, and two culverts under two private driveways to route excess water west and north into Lebanon Hills Regional Park. Public Waters Works Permits from the Minnesota Department of Natural Resources were required to work below the Ordinary High-Water Elevations of the public lakes that flank the road, and the City is working with affected residents to get permanent drainage and utility easements for the driveway culverts. The City of Eagan will be reimbursing the City of Rosemount for a portion of the costs associated with constructing the pipes under 120th St W in accordance with a long-standing agreement between the cities for maintenance of the road. COSTS & FUNDING The City requested quotes from four contractors for installation of the proposed improvements and received quotes from two companies. A tabulated summary of the quotes received, including the Engineer’s Estimate is shown in the following table. The lowest quote submitted was for $131,050.00 by McNamara Contracting. This cost is unfortunately $13,095.00 above the Engineer’s Opinion of Cost, but a continued sign of challenging and ever-changing construction cost market in which we are competing for contractors. Staff still recommends proceeding with the work despite the escalated costs, as there are no guarantees it would not go higher if we postponed the work. 2 Summary of Quotes Contactor Quote Amount Percentage Above Lowest Quote Engineer’s Opinion of Cost $117,955.00 -10.0% McNamara Contracting, Inc. $131,050.00 NA Bituminous Roadways, Inc. $145,421.50 11.0% Funding This project will be funded using the Storm Water Utility, and the engineer’s estimate of probable project cost was $117,955.00. Stormwater System Improvement is a line item in the annual Storm Water Utility budget. The City of Eagan will reimburse the City approximately $29,850.50 per the terms of a mutual agreement for the maintenance of 120th St. SCHEDULE Should the Council approve this resolution, the proposed project schedule is shown below. Construction Start October 2022 Substantial Completion November 30, 2022 Final Completion June 16, 2023 RECOMMENDATION Staff recommends Council accept quotes and authorize work for the 120th Street Drainage Improvements Project, City Project 2022-11. The bid tabulation indicates the low bidder as McNamara Contracting, Inc. in Rosemount, MN, in the amount of $131,050.00. We recommend that the City consider these quotes and award a contract to McNamara Contracting, Inc. based on the results of the quotes received.
