RECOMMENDED ACTION: Motion to approve the receipt and expenditure of $10,000 to
the police department to be used for community engagement
BACKGROUND
Since opening, Hosanna Church has been very active in our community and has taken a special interest
with supporting our public safety officials and programs. Recently, as part of their HEART ministry, they
reached out to make a significant monetary contribution to the Heroes and Helpers program.
Since 2015, the Police Department has partnered with local businesses and organizations to host a
“Heroes and Helpers” event for local children in need of support around the holiday season. This youth
enrichment program is not only an excellent way to provide support, but it is also an excellent forum for
education, conversation, and engagement between our Department and the youth of our community.
HEART Ministry was established by Hosanna and is volunteer led and staffed that aims to partner with
businesses, ministries, and government agencies to assist individuals, families, and communities locally and
nationally. After assisting with the Heroes and Helpers program last year with volunteer staff and donated
gifts, we are so thankful they decided to assist with a large monetary donation for the 2022 program. This
donation will allow us to expand the positive impact of the program on the youth of our community!
RECOMMENDATION
Staff recommends Council approve the receipt and expenditure of the $10,000 received for the Heroes
and Helpers (i.e. formerly Shop with a Cop) program.

RESOLUTION 2022 - XX
A RESOLUTION ACCEPTING A DONATION TO THE CITY
WHEREAS, the City of Rosemount is generally authorized to accept donations of real and
personal property pursuant to Minnesota Statutes Section 465.03 for the benefit of its citizens and is
specifically authorized to accept gifts.
WHEREAS, the following persons and entities have offered to contribute the cash amounts set
forth below to the city:

HEART Ministry $10,000.00
WHEREAS, all such donations have been contributed to the city for the benefit of its citizens, as
allowed by law; and
WHEREAS, the City Council finds that it is appropriate to accept the donations offered.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ROSEMOUNT, MINNESOTA AS FOLLOWS:
1. The donations described above are accepted and shall be used to establish and/or operate
services either alone or in cooperation with others, as allowed by law.
2. The city clerk is hereby directed to issue receipts to each donor acknowledging the city’s
receipt of the donor’s donation.
ADOPTED this 20th day of September, 2022, by the City Council of the City of Rosemount.
