ATTACHMENTS: Letter of Recommendation; Quote Tabulation APPROVED BY: LJM RECOMMENDED ACTIONS: Accept Quotes and Authorize Work for the Dunmore 1st & 2nd Additions Default Remedy Corrective Actions BACKGROUND While the City has made numerous attempts over the last couple of years to prompt completion of all outstanding obligations required under the subdivision agreements, the developer of the Dunmore 1st and 2nd Additions, Copper Creek, LLC, has been minimally to non-responsive in addressing the issues at hand. In August the City informed Copper Creek that the City considers them in default of their subdivision agreements, and that the City was going to be stepping in to ensure the completion of the outstanding issues, which comprise primarily of lot grading deficiency corrections and a need to fulfill landscaping installation and tree planting per the approved development plans. The City brought on WSB & Associates staff to pull together a corrective action project scope and to solicit quotes for the outstanding work, and quotes were received on September 14th. WSB and City staff are recommending that the City proceed with hiring Hoffman & McNamara Co., who submitted the lowest quote for the work at $85,769. A summary of the quotes received, along with a letter of recommendation from WSB’s project manager Jeff Pearson, has been attached for reference. If approved by the Council, it is anticipated that work will commence near the end of September and be completed in mid to late October, when the timing for landscape installation and tree planting is optimal. Residents who are affected by the work will receive additional communication from the City ahead of the work. Funding for all efforts, including soft costs and project management, will be sourced from escrow deposits made by the developer at the onset of these developments. RECOMMENDATION Staff recommends Council accept quotes and authorize work for the Dunmore 1st & 2nd Addition Default Remedy Corrective Actions. Hastings, Minnesota in the amount of $85,769.00 for all areas. The Engineer’s Estimate was $112,790.00 for all areas. We recommend that the City Council consider these bids and award a contract in the amount of $85,769.00 for all areas to Hoffman & McNamara Co.. based on the results of the bids received.
