PARKS & RECRE ATION COMMISSION

1. CALL TO ORDER: Eliason called the meeting to order at 7:02 p.m.
2. ADDITIONS OR CORRECTIONS TO THE AGENDA: None
3. APPROVE MEETING MINUTES: May 23, 2022
Approved by Young, Second by Schaap. Ayes: 9 Nays: 0
4. AUDIENCE INPUT: None
5. DISCUSSION (Response to Audience Input): None
6. UNFINISHED BUSINESS: None
7. NEW BUSINESS:
a. Bonaire Path Trail Feasibility Study - MOTION by Young to support option A as the preferred
option of placing a trail along the Meadows Park section of Bonaire Path. SECOND by Debettignies.
Ayes: 9 Nays: 0 Motion passed.
b. Vermillion Highlands Greenway Design - Staff from the Rosemount Parks and Recreation
Department have been working with several other Dakota County communities and staff from Dakota
County on a 2022 Greenway Acceleration program. The Dakota County Board has made it a priority
to get a handful of greenway projects designed and prepped for construction soon. The Vermilion
Highlands Greenway is one of the greenway sections that is being reviewed and would have a direct
impact on our residents. This was a discussion item only.
c. Director’s Report
Park Improvement Fund Balance as of June 30, 2022: $4,144,966.98
Inflows to the Park Improvement Fund last month were as follows:
Dedication fees – $390,000
Grants/Other - $0
Interest - $5322.53
Donations - $0
Expenditures - $110,754.68 (Skate Park Site Improvements, Greenway Trail, Bonaire Feasibility Study,
and PW’s/ Central Park Master Plan)
8. ADJOURNMENT - MOTION by DeBettignies to adjourn the meeting. SECOND by Young.
Ayes: 9 Nays: 0 Motion passed. The meeting was adjourned at 8:00 p.m.
