Minutes of the September 20, 2022 Regular MeetingROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 20, 2022 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, September 20, 2022, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West. Mayor Droste called the meeting to order with Councilmembers Essler, Weisensel and Freske attending. Staff present included the following; • Assistant City Administrator Foster • Senio Planner Nemcek • Community Development Director Kienberger • Chief of Police Dahlstrom • Fire Chief Schroeder The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda Ayes: 4. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS 3.a. Swearing in of Firefighters Off Probation Fire Chief Schroeder introduced Kristina Horner, Joseph Foster, Reed Drangstveit, David Hirtz, Jerome Newton, Greg Werner, and Joe Craft who have successfully completed their probationary status. Mayor Droste swore in the firefighters. 3.b. Recognition of Police Reserve Chief of Police Dahlstrom presented a plaque of appreciation to former Police Reserve Scott Wiig for his service to the city. Donation Acceptance and Expenditure – Police and Fire Equipment Fund – Joseph Walsh Councilmember Freske pulled this item for further recognition and thanked long time resident Joe Walsh. Motion by Freske Second by Essler Motion to approve the receipt and expenditure of $250 to the police department to be used for community engagement Ayes: Droste, Essler, Freske, Weisensel Nays: None. Motion carried. 6.m. Donation Acceptance and Expenditure – Police and Fire Equipment Fund – HEART Ministry Councilmember Freske pulled this item for further recognition and thanked HEART Ministry. Motion by Freske Second by Weisensel Motion to to approve the receipt and expenditure of $10,000 to the police department to be used for community engagement. Ayes: Essler, Freske, Weisensel, Droste Nays: None. Motion carried. NEW BUSINESS 9.a. Assistant Fire Chief Appointment Assistant City Administrator stated Assistant Fire Chief Jim Voelker is retiring at the end of September and three canidates applied for the position. Staff is recommending that the City Council appoint Tim Behrendt to the position of Assistant Fire Chief for a term of three years. Motion by Freske Second by Weisensel Motion to Approve the Appointment of Tim Behrendt as Assistant Fire Chief for a Period of Three Years Effective October 1, 2022 Ayes: Essler, Freske, Weisensel, Droste Nays: None. Motion carried. 9.b. Request by Pineridge Hillside for approval of a Site Plan Review (Final Development Plan), Conditional Use Permit, and a Planned Unit Development Master Development Plan to construct a three-building condominium garage facility Senior Planner Nemcek presented the application from Pineridge Hillside to construct a three- building condominium garage facility on a parcel in the Rosemount Business Park. The proposed development will have direct access to the Boulder Court cul-de-sac and will be located immediately ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 20, 2022 east of State Highway 3 and the Progressive Rail right-of-way along the highway. This project is similar to a proposal to develop the site that was approved in 2020 but never moved forward. The concept behind the condominiums is that an individual can purchase garage storage space within the facility while an association manages the common areas on the property. The main difference is that the anticipated uses for the individual units are not as focused on automobile enthusiasts, and the applicant expects owners of the units to use them for a wider variety of uses such as small businesses that are too large for a home occupation but too small to require a standalone facility. The Planning Commission reviewed this request at its meeting on August 23, during which a public hearing was held for the Commission to receive public comment on the proposed development. No comments were received by the Commission from the public, but the applicant was present and responded to questions from the Commission. Motion by Freske Second by Essler Motion to adopt a resolution approving a Conditional Use Permit for a self-service storage facility to allow the construction of a 67-unit car condominium garage facility Motion to adopt a resolution approving a PUD Master Development Plan with rezoning of the site from BP-Business Park to BP PUD-Business Park Planned Unit Development for a condominium garage facility on Lot 1, Block 1, Rosemount Car Club, subject to conditions. Motion to adopt a resolution approving the Final Site and Building Plan for a condominium garage facility. Motion to approve the Pineridge Hillside Planned Unit Development Agreement. Ayes: Weisensel, Droste, Essler, Freske Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates No staff updates. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings.
