ATTACHMENTS: Resolution, Map APPROVED BY: LJM RECOMMENDED ACTION: Adopt a Resolution Restricting Parking on the South Side of Pine Bend Trail from Fahey Avenue to ¼ Mile East of Fahey Avenue BACKGROUND With the forthcoming arrival of bison at Spring Lake Park Reserve and anticipated interest from the public to view the bison, Dakota County staff contacted the City to express concerns that this is likely to result in some motorists attempting to view the bison from a parking location along Pine Bend Trail just east of Fahey Avenue rather than traveling into the park area specifically set up for parking and bison viewing. Pine Bend Trail in this area of the City is a narrow gravel roadway with somewhat steep shoulders, and the concern is that vehicle parking on the road will not allow enough space for safe passage of motorists in each direction. To get ahead of this concern, City and County staff agreed it would be best to restrict parking along one side of Pine Bend Trail for a stretch approximately ¼ mile in length, and agreed the south side of the road was most appropriate for this restriction. If the recommended establishment of parking restrictions is approved, City staff would install signage to indicate the effective area of the restriction. Costs for the signage would be paid for by Dakota County. RECOMMENDAT ION Staff recommends the Council adopt the attached resolution restricting parking on the south side of Pine Bend Trail for ¼ mile east of Fahey Avenue. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2022 – A RESOLUTION PROHIBITING PARKING ON THE SOUTH SIDE OF PINE BEND TRAIL FROM FAHEY AVENUE TO ONE-QUARTER MILE EAST OF FAHEY AVENUE WHEREAS, the City Council of the City of Rosemount is interested in the safety of its residents and visitors and the safe movement of traffic; and WHEREAS, the establishment of a bison viewing area at the Spring Lake Park Reserve will generate great interest of viewing the bison by visitors to the area of Fahey Avenue and Pine Bend Trail, and WHEREAS, although a public parking area will be available within a small portion of Spring Lake Park Reserve to offer visitors the ability to visit and view the bison, it is anticipated that additional motorists will also utilize portions of Pine Bend Trail to park and view the bison, and WHEREAS, Pine Bend Trail in the immediate area of Fahey Avenue nearest to the bison viewing area is a narrow, gravel road with steep side slopes and not conducive for allowing vehicle parking on both sides of the road without obstructing traffic flow. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby prohibits parking on the south side of Pine Bend Trail from Fahey Avenue for one quarter mile to the east of Fahey Avenue.
