ATTACHMENTS: Draft CD Technician Job Description APPROVED BY: LJM RECOMMENDED ACTION: Motion to approve the job description and salary range for the Community Development Technician position effective October 18, 2022 BACKGROUND Staff is requesting the creation of a Community Development Technician position. Last month, the Community Development Office Specialist resigned. Staff has reevaluated the needs of the organization and the department and have determined the duties that are most needed in our current operations. We are proposing that the current “Community Development Office Specialist” position be restructured and replaced with a new position called “Community Development Technician”. The 2022 budget can accommodate the suggested changes and the proposed job description for this new position is attached. The City continues to experience significant growth and the Community Development Department (Planning, Economic Development, Building Inspections, and Permitting) is busier than ever. This restructured position will assist in these key areas and help address the complex needs of the department. In reviewing the CD Technician position, staff worked with Baker Tilly to conduct a position analysis to determine pointing, compensation, and grade placement using the new SAFE Evaluation System. It is recommended that the Community Development Technician position be placed at Grade 11 and assigned 230 points based on the nature and scope of the position, other position responsibilities within the City, and pay equity data. Based on this data, staff is proposing the position be compensated at the 2022 range of $29.38 – 36.77 per hour. In addition to City Council approval, the City must confer further with AFSCME Local 3857 because the position is currently not stipulated in the contract. Once this is complete, staff intends on moving forward with recruiting and filling this position as soon as possible. RECOMMENDATION Staff recommends Council approve the job description and salary range for the Community Development Technician effective October 18, 2022. City of Rosemount, Minnesota Job Description Baker Tilly’s SAFE® System October 2022 Page | 1 Title: Community Development Technician FLSA Status: Non-Exempt Department Community Development Updated: 10/18 /2022 Division: N/A General Summary Performs work providing technical and administrative support to the Community Development department, coordinating and tracking development review applications, minor site inspections and zoning permits, program coordination and reporting for both planning and building inspection functions, special event planning, preparing meeting agendas, minutes, and packets, attending meetings, assisting the general public with inquires, and related work as apparent or assigned. Work is performed under the supervision of the Community Development Director. Essential Functions To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions. • Provides technical and administrative support for all divisions of the Community Development Department including planning, economic development, and building inspections; assists with record management; prepare correspondence, reports, and documents; track projects; respond to requests for information; and handle inquiries received from the public and/or outside agencies as appropriate through independent researching and resolving or by forwarding non-routine inquiries and complaints to appropriate staff member. • Assists developers, property owners, and general public with land use and zoning related inquiries; answers questions and assists with ordinance and regulation compliance requirements; directs inquiries to the appropriate resource as needed. • Plans, organizes, and coordinates the annual Home and Business Expo and other special projects. • Assists the department with non-structural building permits, minor site inspections and code compliance such as sign inspections and zoning permits for single family properties to ensure compliance with approved plans and city code. • Tracks, maintains, and provides analysis on a variety of programs including rental licensing, code enforcement, septic monitoring, fire reporting, and website updates. • Attends Planning Commission; records meeting minutes; prepares meeting agendas; gathers information and compiles materials for meeting packets; distributes meeting packets; prepares items for City Council meetings, Council Work Session meetings, Port Authority meetings and other task force groups. • Processes zoning and planning applications; prepares resolutions, public notices, ordinances, specifications, affidavits, and other legal documents as required; mails notices to appropriate residents; monitors 60-day law and submits applications to appropriate outside agencies when needed. • Provides administrative assistance for economic development initiatives; assists with grants, applications, ribbon cutting ceremonies, marketing materials, and special events. City of Rosemount, Minnesota Job Description Baker Tilly’s SAFE® System October 2022 Page | 2 • Coordinates the signing and distribution of legal documents such as final plats, development contracts and permits. • Provides support for other departments as directed including project management and assistance with elections; perform all other necessary duties as apparent or assigned. Minimum Qualifications Bachelor’s degree in related field and one to three years of experience in providing assistance in planning, zoning, economic development, GIS, building permit, project management, or related field, or equivalent combination of education and experience. Other Specifications Valid driver's license in the State of Minnesota. Desirable Qualifications 1. Previous experience working in municipal government. 2. Experience working in planning and zoning or real estate. 3. Master’s degree in planning, urban studies, or closely related field. Working Conditions Physical Requirements and Activity This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work frequently sitting, speaking or hearing, using hands to finger, handle or feel and lifting and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and repetitive motions. Sensory Requirements Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Sensory Utilization Work requires preparing and analyzing written or computer data and visual inspection involving small defects and/or small parts. Environmental Conditions Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
