REGULAR MEETING PROCEEDINGS
OCTOBER 18, 2022
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, October 18, 2022, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street
West.
Mayor Droste called the meeting to order with Councilmembers Essler and Freske attending.
Councilmember Weisensel was absent.
Staff present included the following;

PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS
3.a. Special Event Update – Haunted Woods Trail
Parks & Recreation Director Schultz provided additional details regarding the event taking place on
Saturday, October 29th from 6:00pm – 8:00pm.
Mike Bouchard and Barb Hester, with the event’s volunteer committee, promoted the 40th Haunted
Woods Trail. Central Park will be decorated with with pumpkins and over 100 inflatables. The event
is targeted towards small children up to early middle school ages. The volunteer group will start
carving pumpkins at 8:00am on Saturday, October 29th in Central Park.

6.j. Joint Powers Agreement – City of Rosemount and Dakota County Social Services
Embedded Social Worker & Public Safety
Mayor Droste requested Police Chief Dahlstrom provide an overview of the agreement.
Chief Dahlstrom highlighted that in 2019 Rosemount partnered with the City of Apple Valley to
write a proposal to Dakota County to start a pilot project, later known as Coordinate Community
Response (CCR). The program included an embedded social worker into the police operations for
20 hours a week. Due to the success of the pilot project, the joint powers agreement will solidfy the
program for 2 years.
In 2022, the CCR team had already received close to 300 calls for service in just the first 10 months.
Once a police officer responds to a call, they assess the situation and determine if a referral to CCR
is necessary.

Motion to approve and sign the Joint Powers Agreement between the City of Rosemount
and Dakota County Social Services for the embedded social worker and/or
Coordinated Community Response program.

NEW BUSINESS
9.a. Land Purchase Extension for Life Time Recreation Center Project
City Administrator Martin provided an overview of the 29 acre land purchase for Life Time Inc. An
extenstion of the land purchase agreement with Akron 42, LLC is needed. The extenstion
establishes a new closing date as on or before May 16, 2023. Life Time will be placing the project
out for bids in Spring 2023. This will allow the City and Life Time enough time to bid the project
and have more certainty of the final costs prior to the closing date.

Parks and Recreation Director Schultz discussed that Life Time generally hires contractors and sub-
contractors to complete their projects.

Motion to approve a First Amendment to a Purchase Agreement with Akron 42, LLC to
acquire approximately 29 acres in the northeast quadrant of Akron Avenue and Hwy
42.

ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin promoted the Police Department’s Pink Patch Project. Coffee mugs and
patches are available for purchase in the Rosemount Police Department.
For October - the Month of Giving, staff decorated pumpkins and they are on display in the lobby
of City Hall until October 31, 2022. The public is able to vote for their favorite pumpkins online or
in person.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
The City will be hosting pumpkin compost disposal on November 4th – 6th, 2022. A dumpster will
be available in Central Park.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Freske the meeting was adjourned at 7:30 p.m.
