ATTACHMENTS: Resolution, Engineer’s Recommendation, Final Payment Request APPROVED BY: LJM RECOMMENDED ACTIONS: Resolution to Approve Final Payment to Northwest Asphalt, Inc. for the Biscayne Avenue Improvement Project, City Project 2020-01 and Accepting the Improvements for Perpetual Maintenance BACKGROUND On April 7, 2020, City Council awarded a contract to Northwest Asphalt, Inc. for the Biscayne Avenue Improvement Project, City Project 2020-01. This project converted Biscayne from an existing gravel section to a paved road with curb and gutter. Sanitary sewer was extended to the south from Boulder Trail to 158th Circle and water main stubs were installed to undeveloped property in order to facilitate future development. Finally, a right turn lane was constructed on 160th St (CSAH 46). Construction began the summer of 2020 and all utilities were constructed along with the base course of bituminous. Final paving was completed in 2021. Since the construction removed a temporary connection to a Metropolitan Council Environmental Services manhole at the 158th Cir intersection proof of completion was required. However, the contractor did not provide final proof until 2022. At this point construction is complete and the improvements are ready for final city acceptance. DISCUSSION Northwest Asphalt has completed all improvements as designed by Bolton & Menk, Inc. (BMI) and detailed in the contract. As a result, BMI has recommended acceptance and issuing the final payment for this work. There were three change orders to the contract which resulted in an estimated increase of $21,036.05; however, based on actual quantities the final additional cost was $18,996.92 or $2,039.13 less than the estimate. The total construction cost was ultimately $187,604.39 or 10% less than the bid amount due to the actual quantities used in the work. The final payment is $104,643.62. Table below shows the final cost details. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2022 – XX A RESOLUTION ACCEPTING PUBLIC IMPROVEMENT FOR BISCAYNE AVE IMPROVEMENTS CITY PROJECT 2020-01 WHEREAS, Northwest Asphalt, Inc. has completed the required construction as per the scope of the contract, and; WHEREAS, the City received a concurrence from Bolton & Menk, Inc. that the work has been completed in accordance with the approved plans and specifications and finds the improvements acceptable; WHEREAS, the contractor has completed all necessary administrative requirements to close out the contract. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. The improvements completed under said agreement are hereby accepted for perpetual maintenance and ownership. 2. Final payment to the contractor is authorized. ADOPTED this 1st day of November, 2022. The improvements consisted of conversion from a rural gravel road to a paved urban section, curb installation, watermain construction, trunk sewer extension, and storm sewer improvements on Biscayne Avenue from Boulder Trail to CSAH 46 (160th St W). The improvements were designed by Bolton & Menk and inspected by Bolton & Menk in accordance with the City’s Standard Specifications and Engineering Guidelines. The public improvements were constructed by Northwest Total Site from May 2020 to June 2021. Bolton & Menk recommends approval and acceptance of the 2020 Biscayne Avenue Improvements project and issuance of final payment to Northwest Total Site.
