October 11, 2022 Environmental and Sustainability Commission Meeting Minutes ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES October 11, 2022 CALL TO ORDER Pursuant to due call and notice thereof the meeting of the Environment & Sustainability Commission (ESC) of the City of Rosemount was called to order on October 11, 2022, at 5:30 p.m. in the Council Chambers, City Hall, 2875 145th Street West, Rosemount. Attendees included: Vice-Chair Tina Angerer and Commissioners Eric Johnson, Renee Burman, Erin Delaney, and Neal Shoe. Commission Chair Victoria Schlautman and Commissioner Kristen Andrews were absent. Staff present included the following: City Administrator Martin, Public Works Director Egger, Police Chief Dahlstrom, City Engineer Erickson, and Stormwater Specialist Byron. Presenters in attendance included: Michael Healy of BKV Group, Andrew Cooper of Oertel Architects, Scott Vander Heiden and Kelly Artz of Emanuelson-Podas, Inc., and Dan Lavender of Stantec ADDITIONS OR CORRECTIONS TO AGENDA None. APPROVAL OF MINUTES 4.a. Motion by Delaney Second by Shoe Motion to approve the minutes of the September 13, 2022 Environment and Sustainability Commission meeting. Ayes: 5. Nays: None. Motion carried. 4.b. Motion by Burman Second by Johnson Motion to approve the minutes of the September 13, 2022 Environment and Sustainability Commission Work Session. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS 5.a. Rosemount Public Works and Police Campus Building Project Representatives of BKV Group, Oertel Architects, Emanuelson-Podas, Inc., and Stantec presented an overview of the facilities and grounds of the site, and highlighted best management practice features regarding energy efficiency, water conservation, and other sustainability and environmentally-minded features of the proposed campus. OLD BUSINESS 6.a. 2022 Goals Updates Commissioners briefly discussed updates related to their assigned 2022 goals. Commissioners will provide written updates to Stormwater Specialist Byron by Monday, November 7, 2022 to be included in the November 14, 2022 meeting packet. ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES October 11, 2022 6.b. 2022 Education & Outreach Calendar Commissioners discussed recent blog posts and reviewed ideas for November and December posts. • Commissioner Shoe will draft a blog post regarding energy audits for November. • Commissioner Angerer will draft a blog post regarding smart salt use for December. *Commissioner Delaney had to be excused early from the meeting at 6:30 p.m. NEW BUSINESS 7.a. 2023 Education & Outreach Calendar Commissioners discussed themes for 2023. Commissioner Johnson requested an analytics report of the ‘Conserve and Preserve’ blog. Commissioner Burman requested a list of all previous blog post topics. Staff will compile and provide this information to the Commission at the next meeting. Commissioners discussed ideas for active engagement opportunities. • Tours of Flint Hills, Spectro, local solar gardens, current public works building. • Invite the RHS Environmental Club to give a presentation on their work to obtain a solar array for the high school. • Create signs for residents participating in ‘No Mow May’ 2023 to raise awareness and help prevent mowing complaints. ANNOUNCEMENTS Due to the general election taking place next month, the next meeting will be held on Monday, November 14, 2022. Stormwater Specialist Byron announced a Partners in Energy (PiE) invitation to participate in their network event “Building a Strong and Equitable EV Charging Network in Your Community” on October 17, 2022 from 2:00-4:00 p.m. at the Wilder Center in St. Paul. A virtual recap of the event will be available on November 2nd. Additionally, PiE is offering 50 free Home Energy Squad Saver visits to give away to residents at city events from October to December (must be Xcel customers). STAFF REPORT 9.a. Set Next Meeting Agenda for Monday, November 14, 2022 • Review of 2022 Goal Updates • Proposal for land acknowledgement by Commissioner Delaney. • Proposal for sustainable purchase framework by Commissioner Burman. • Review of the Resilient Cities & Communities Climate Action Conference held on October 6th at the Minneapolis Central Library. • Discuss ESC update and recap to present to City Council at the end of year.
