REGULAR MEETING PROCEEDINGS
NOVEMBER 1, 2022
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, November 1, 2022, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street
West.
Mayor Droste called the meeting to order with Councilmembers Essler, Weisensel and Freske
attending.
Staff present included the following;
• Community Development Director Kienberger
• Parks & Recreation Director Schultz
• City Administrator Martin
• Finance Director Malecha
• Economic Development Coordinator Van Oss
The Pledge of Allegiance was recited.

Motion by Weisensel Second by Essler
Motion to Adopt the Agenda
Ayes: 4.
Nays: None. Motion carried.

Nays: None. Motion carried.
PUBLIC HEARINGS
7.a. Authorizing the TIF Spending Plan
Economic Development Coordinator Van Oss discussed the proposed TIF Spending Plan. The
proposed plan will broadly target development and redevelopment opportunities within Rosemount.
Staff has been discussing several sites for redevelopment, and those sites will be eligible for the
funding.
Mayor Droste opened the public hearing at 7:06 p.m.
Motion by Droste Second by Essler
Motion to close the public hearing at 7:07 p.m.
Mayor Droste inquired about the application process to receive TIF funds. Van Oss stated that staff
will draft implementation criteria pending the Port Authorities approval for specific projects.
Motion by Essler Second by Freske
Motion to adopt a resolution approving the TIF Spending Plan.
Ayes: Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
NEW BUSINESS
ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin provided staff updates; highlighted the recent Haunted Trail event that
took place over the weekend and there are a couple employment opportunities open with the City.
Parks and Recreation Director Schultz highlighted that the City will be hosting a pumpkin recycling
event from November 4 – 6.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Essler the meeting was at 7:13 p.m.
