Sewer Plan for the Boulder Avenue Extension Project, City Project 2022-02
BACKGROUND
The Boulder Avenue Street and Utility Extension Project, City Project 2022-02, was awarded to S. R.
Weidema at the October 4, 2022 Council Meeting. During the sanitary sewer extension permitting process
staff was notified of a need to amend the Comprehensive Sewer Plan.
During the design process for Boulder Ave, an extension of sanitary sewer main lines was included within
the roadway corridor to serve undeveloped portions of the business park. As this main was extended,
stubs to the property lines were included for undeveloped parcels to facilitate future development. The
eastern sanitary stub connects to a parcel within the Business Parkway Sewershed of the approved
Comprehensive Sewer Plan (Plan). This stub would serve approximately 20 acres of the 66-acre parcel and
route the sanitary to the City’s Lift Station 3 (LS3) Sewershed. Since these two sewersheds are served by
different Metropolitan Council Environmental Services (MCES) interceptor sewer s, MCES needs the city’s
Plan to be updated. The figures below show the changes with the portion added to LS3 noted in the right
figure.

Because this change is minor, MCES will process this change as an administrative review. Staff and WSB
have discussed this amendment with MCES and they expressed no concerns regarding this change.
Bolton & Menk has since updated the figures and appropriate flow tables within the Plan. Generally, the
changes resulted in a minor increase in acreage and flow to LS3 and a corresponding reduction of acreage
and flows to Business Parkway. The flow increase is approximately 5% for LS3 and a reduction of 5% for
Business Parkway.
RECOMMENDATION
Staff recommends Council adoption of the attached resolution amending the Comprehensive Sewer Plan.

A RESOLUTION APPROVING A COMPREHENSIVE
SANITARY SEWER PLAN AMENDMENT FOR
BOULDER AVENUE EXTENSION PROJECT,
CITY PROJECT 2022-02
WHEREAS, the City of Rosemount has awarded the Boulder Avenue Extension project to extend
road and public utilities, and;
WHEREAS, the project will extend sanitary sewer main to an area currently with in the 2030 Municipal
Urban Service Area (MUSA) line, and;
WHEREAS, the sanitary service will change the areas within the City’s Lift Station 3 (LS3) sewershed
and the Business Parkway sewershed, and;
WHEREAS, these sewersheds are served by different Metropolitan Council Environmental Services
interceptor sewers, and,
WHEREAS, the change requires an amendment to the City of Rosemount Comprehensive Sanitary
Sewer System Plan.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves an amendment to the Comprehensive Sanitary Sewer System Plan to change the areas included
in the Lift Station 3 and Business Parkway sewersheds. All amendments are subject to approval of the
Comprehensive Sanitary Sewer System Plan amendment by the Metropolitan Council.
ADOPTED this 15th day of November, 2022.
