REGULAR MEETING PROCEEDINGS
OCTOBER 18, 2022
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority meeting held
on October 18, 2022, at 6:00 p.m. in the City Hall Council Chambers, 2875 145th Street West.
Chairperson Essler called the meeting to order with Port Authority Commissioners Droste, Wolf, Freske
and Ober in attendance. Staff present included Deputy Director Kienberger and City Administrator
Martin. Commissioner Weisensel was absent.
Guests in attendance included: Patrick Boylan – Planning Analyst & Hilary Lovelace - Senior Housing
Planner from the Metropolitan Council.
The Pledge of Allegiance was recited.

NEW BUSINESS
6.a. Land Use Discussion and Met Council Presentation
Deputy Director Kienberger discussed the current land use maps and Comprehensive Plan.
Commissioners Essler and Droste requested to know the acreage of similar commercial sites in Eagan and
Apple Valley. In 2020 the Comprehensive Plan refocused commercial growth in Rosemount along County
Road 42 between Highway 3 and Highway 52. Droste added that development is driven by traffic counts along
neighboring roadways. When there is a higher population in the city, it will bring more commercial business
interest.
Hilary Lovelace with the Met Council presented to the commission on housing development by decade by

region and Rosemount specifically. Lovelace discussed the Met Council’s role in guiding land use and the
Comprehensive Plans.
Commissioner Freske discussed with staff and Met Council staff what terminology is being used regarding
workforce housing. Lovelace explained that the term “workforce housing” is used by the Met Council and
other cities.
The Port Authority commissioners requested that Met Council staff put together an informational sheet to
show what a single resident or family would have to make annually in order to afford a median valued priced
home in Rosemount. Lovelace agreed and will be create a brochure and send it to City staff in the near future.

DISCUSSION
Commissioner Ober discussed the upcoming Night on the Town event occurring on Thursday, November 10th
from 4-9PM. Free trolley rides will be provided through out the night starting at 5:15PM.

ADJOURNMENT
There being no further business to come before the Port Authority and upon a motion by Essler and
Second by Weisensel the meeting was unanimously adjourned at 6:55 p.m.
