RECOMMENDED ACTION: Motion to recommend the City Council approve entering into a
professional services agreement with ISG in the amount of $71,100 to create construction
plans and specifications for a trail segment along Bonaire Path from Bacardi Avenue to the
Autumn Path
BACKGROUND
ISG has submitted a proposal to provide the necessary professional services to move us to a point so that
we can bid the trail segment 1 along Bonaire Path. The services that ISG would provide include a
topographical survey, wetland delineation, public engagement, design development, construction
documents and permitting. The initial trail design will be based off concept C (using the third lane for a
trail) that was shared with the City Council at a recent work session. Staff understands that there was also
support to fill a small portion of the wetland and use concept A, but after discussing the project with the
design team we feel we should try to use the third lane between the ponds for the trail and not impact the
wetlands if at all possible.
In 2022, the City of Rosemount received a Statewide Health Improvement Partnership (SHIP) Grant to
conduct a feasibility study for installing a trail along a small section of Bonaire Path (Bacardi Ave to
Auburn Path). The Meadows Park section is a difficult area to install a trail due to the wetlands on both
sides of the road.
The feasibility study developed three options for installing a trail in the wetlands section on Bonaire Path
near Meadows Park and east of this area. Option A would fill a portion of the wetland and build the trail
adjacent to the road. Option B would have an elevated boardwalk constructed through the wetland and
connect to a trail that would go east, and finally Option C would reconfigure the street and re-establish a
narrower road with a new curb line that would allow for a paved trail to be on the south side of Bonaire
Path.
RECOMMENDATION
Staff is recommending City Council approve entering into a professional services agreement with ISG in
the amount of $71,100 to create construction plans and specifications for trail segment 1 along Bonaire
Path from Bacardi Avenue to Autumn Path.
