Minutes of the December 6 2022 Regular MeetingROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMEBER 6, 2022 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, December 6, 2022, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West. Mayor Droste called the meeting to order with Councilmembers Essler, Weisensel and Freske attending. Staff present included the following; • Chief of Police Dahlstrom • City Administrator Martin The Pledge of Allegiance was recited; A local Boy Scout Troop was in attendance. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda Ayes: 4. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS None PUBLIC COMMENT None CONSENT AGENDA Motion by Weisensel Second by Freske Motion to approve consent agenda items. a. Bills Listing b. Minutes of the November 15, 2022 Regular Meeting Proceedings c. Minutes of the November 15, 2022 Special Meeting Proceedings d. 2023 Liquor License Renewals e. Firefighter Relief Association Benefit Interest Rate Change f. Professional Services Contract for Design of Bonaire Path Trail Segment 1 (Bacardi Avenue – Autumn Path section) g. Request by David Weekley Homes for a Minor Amendment to the Amber Fields Planned Unit Development h. Set Meeting Schedule for 2023 Ayes: Wesiensel ,Droste, Essler Freske Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMEBER 6, 2022 PUBLIC HEARINGS 7.a. Establish 2023 Budget and Levy City Administrator Martin presented the City’s Final Operating Budget and the Levy for 2023. The draft 2023 Budget presents the 8th year in a row of tax rate reduction as the tax rate is reduced by 12.5%. Mr. Martin highlighted new construction saved pre-existing homeowners $33 on their taxes. Without $98.2 million in new construction, taxes on median valued home would’ve increased $102 in 2023. Overall the typical median value home increase (7%) would see City taxes reduced $70 with proposed budget. Mr. Martin summarized the main expenditures leading to the budget increase within the presentation and presented each departments budget and highlighted any changes. Mr. Martin also explained the lengthy process for creating the budget. GHEBREIGZIABHER WOLDEGHEBRIEL 14565 Denver Court A new resident who had several questions regarding his property tax statement he received. He will setup a time to discuss his statement with Finance Director, Malecha. DILLON STOFFEL (Boy Scout Member) Rosemount, MN As a Boy Scout attending the meeting he questioned how much the City spends on pets. Chief Dahlstrom responded to his question by informing him how officers assist with lost pets and how officers work to find their owners. Motion by Droste Second by Weisensel Motion to close the public hearing at 7:41 p.m. Motion by Essler Second by Freske Motion to Adopt a Resolution Setting the 2023 General Fund Operating Budget, the 2023 C.I.P. Budgets, the 2023 Insurance Budget, the 2023 Port Authority Operating Levy and the 2022 Levy required by the City of Rosemount Ayes: Droste, Essler, Freske, Weisensel Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin provided staff updates noting the upcoming events; Santa Tour and Holiday Lights tour. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings.
