BACKGROUND
The 2023 Neighborhood Infrastructure Improvement Project, City Project 2023-04, was included as part
of the 2022-2032 Capital Improvement Plan. The streets identified for this improvement through the
City’s pavement management evaluation are shown in the attached map. The project is proposed to fully
reconstruct the roadways and install city utilities to the Jay Simons subdivision.
WSB and Associates, Inc. has provided a proposal to perform the design work on this project. Some of
the design effort began late in 2021 and early 2022; however, due to issues with right of way locations it
was decided to delay the work to allow time for to coordinate the required easements. WSB is familiar
with the area as well as the required design effort. The proposal in the amount of $175,138 provides the
necessary engineering services to complete preliminary design, final design, bidding and construction
administration of the 2023 Neighborhood Infrastructure Improvement Project. WSB’s proposal provides
the necessary expertise to successfully complete this project.
The project scope provides for a full depth reconstruction of:
• Bacardi Avenue West between the edge of pavement and 1000’ north
• 128th Street West between Bacardi Avenue West and Bengal Avenue West
• 130th Way between Bengal Avenue and 130th Street West
• Bengal Avenue between 128th Street West and 130th Street West
• 130th Street West between 130th Way and western plat boundary
This area was recently added to the Municipal Urban Service Area as part of the 2040 Comprehensive
Plan. Thus, extending water and sewer service to this area can be accomplished. It should be noted that
these extensions are necessary as there are residences in this area that have septic systems which are failing.
As part of this project, utility services would be stubbed to the right of way for each property, but the
actual connection to the residence would need to be accomplished and paid for by the resident, and would
have to be completed in a timely manner after the service stub has been provided.

The attached resolution orders preparation of a feasibility report which is a necessary step under the
Minnesota Statutes Chapter 429. This chapter specifies the actions that must be taken in order to assess
property owners for all or a portion of the cost of local improvements. The feasibility report will provide
information regarding whether the proposed improvements are necessary, cost-effective and feasible. The
following information will be included in the report:
• Existing conditions with detailed information on the existing materials
• Proposed improvements
• Detailed cost estimates and proposed funding sources
• Estimated assessments
COSTS & FUNDING
The design and construction costs for the 2023 Neighborhood Infrastructure Improvement Project, City
Project 2023-04, are budgeted in the 2023-2032 CIP in the amount of $1,505,000. The street
improvements will be funded by the Street Fund and assessment of abutting properties. The utility work
would be funded by the respective Utility Funds and Core Funds as appropriate. A detailed cost and
funding estimate will be prepared as part of the Feasibility Report.
RECCOMENDATION
Staff recommends Council accept the proposal for engineering services from WSB and adopt a resolution
to authorize preparation of a feasibility report for the 2023 Neighborhood Infrastructure Improvement
Project, City Project 2023-04.

A RESOLUTION AUTHORIZING THE PREPARATION
OF A FEASIBLITY REPORT FOR THE
2023 NEIGHBORHOOD INFRASTRUCTURE IMPROVEMENT PROJECT
CITY PROJECT 2023-04
WHEREAS, it is proposed to improve the following streets with a full depth reconstruction
providing water, sewer and surface improvements:
• Bacardi Avenue West between the edge of pavement and 128th Street West
• 128th Street West between Bacardi Avenue West and Bengal Avenue West
• 130th Way between Bengal Avenue and 130th Street West
• Bengal Avenue between 128th Street West and 130th Street West, and;
WHEREAS, it is proposed to assess the benefited property for all or a portion of the cost of the
improvement, pursuant to Minnesota Statues, Chapter 429.
NOW THEREFORE BE IT RESOLVED, that the proposed improvement, called 2023
Neighborhood Infrastructure Improvement Project (City Project 2023-04), be referred to the City
Engineer for study and that the City Engineer is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is necessary, cost effective and feasible; whether it should best be made as proposed or
in connection with some other improvement; the estimated cost of the improvement as
recommended; and a description of the methodology used to calculate individual assessments for
the affected parcels.

Work Plan – Engineering Services
Dear Mr. Erickson:
As requested, the following work plan outlines the remaining scope of services and associated
engineering fee necessary to complete the 2023 Street Improvement Project. See attached map.
PROJECT UNDERSTANDING
The 2023 Street Improvement Project consists of a portion of work originally identified in the 2022
Street Improvement Project, but were delayed until 2023 due to complexities and questions about
the scope of the project. The areas covered under the 2023 SIP include:
• Bacardi Avenue – Pavement end to 1000-ft north – Extension of Sanitary Sewer,
watermain, streets and trail
• 128th Street W – Bengal Ave to Bacardi Ave – Extension of Sanitary Sewer, watermain
and streets
• 130th Way – 130th St to Bengal Ave – Extension of Sanitary Sewer, watermain and
streets
• Bengal Avenue – 130th St to 128th St – Extension of Sanitary sewer, watermain and
streets
• 130th Street – Westerly plat boundary to 130th Way – Extension of Sanitary sewer,
watermain and streets – necessary to provide utilities to the south end of Bengal Avenue.
For the 2023 Street Improvement Project, WSB & Associates, Inc. (WSB) will work with City staff
in the preparation of the feasibility study and then will design, bid, provide construction
administration and observation, and geotechnical and material testing services for the project in
accordance with Rosemount’s General Specifications, and Engineering Guidelines. Bacardi
Avenue is a designated State Aid Street and will be designed in accordance with State Aid
standards in order for the improvements to be funded from the City’s State Aid construction
account.
Bacardi Avenue will be reconstructed to an urban street section extending the existing street
section north for 1000-feet. Based on direction from the City and a desire to reduce impacts to
adjacent properties, a curbed section will also be maintained along Bengal Ave, from 130th St,
and 128th St. The benefiting properties for the improvements will be specially assessed per City
Policy and Minnesota State Statute 429.

SCOPE OF SERVICES
The tasks described below have been developed to provide the necessary engineering services
to design the project consistent with City and MnDOT State Aid standards and expectations.
Task 1: Feasibility Report
WSB will complete the feasibility report for the 2023 Street Improvement Project, including,
but not limited to:
• Existing conditions
• Proposed improvements
• Geotechnical evaluation findings (Subtask 2.2 – see below)
• Estimated Cost and quantity breakdown
• Project funding
• Proposed assessment roll and calculation
• Conclusions
• Recommendation and feasibility
• Photographs, drawings, and figures
• Project Schedule
The feasibility report will be prepared in accordance with Minnesota State Statute 429 and City
Assessment Policy and will be delivered to the City within one month of authorization in an
electronic format only.
Task 2: Preparation of Plans and Specifications
WSB will prepare plans and specifications for the 202 3 Street Improvement Project,
including, but not limited to the following subtasks:
Subtask 1: Survey (Completed with 2022 SIP)
WSB has provided survey for preparation of design documents. This work may
include topographic survey, utility elevations and locations . No additional budget for
this task is included with the proposal as the work was already completed under the
2022 SIP budget.
Subtask 2: Geotechnical Evaluation
WSB will conduct a Geotechnical Evaluation which will include soil borings and
summary report complete with professional recommendations for pavement cross -
section design. Six boring locations were determined based on previous
conversations with City staff.
This task will also include Gopher State One Calls, an on-site meeting to review the
roadway and mark locations for drilling, as well as a documentation of the findings in
a forensic report. Depending on what the borings reveal, additional bores can be
completed to ensure a firm understanding of what exists underneath the surface.
Subtask 3: Public Meeting
WSB will work with City staff to prepare presentation materials and be in attendance
for one neighborhood meeting and for the public hearing at a City Council meeting.

WSB will be available to discuss and answer questions from city staff, City Council,
and residents.
Subtask 4: Design
WSB will provide design services for the utility extension and street reconstruction in
the 2023 SIP. The specifications developed for the project manual will adhere to both
the MnDOT 2020 Specifications for Construction and the City of Rosemount General
Specifications and Standard Detail Plates for Street and Utility Construction. At least
one review and comment period are anticipated. Design services will include:
• Design and preparation of the project plans and specifications consistent with
City, MnDOT, ADA, and local regulatory standards.
• The project plans will be generally organized as follows:
• Title Sheet
• General Layout
• SEQ
• Removals
• Street & Utility Plan and Profiles
• Erosion control
• Calculate project quantities and prepare the project Bid Form.
• Prepare an Engineer’s Opinion of Probable Cost on the final design.
• Perform quality control reviews regularly throughout the duration of the design.
• Attend one project meeting with City staff and design team (WSB staff) members
as necessary.
• 90 percent Submittal: Draft plan set for review and comment
• 100 percent Submittal: Final survey, geotechnical analysis, plan set, and
specifications will provide as electronic in both drafting file and pdf in full and half
sizes. The final plans will be provided in three (3) half size, one (1) full size final
plan sets and four (4) specifications for your files. Deliverables shall be submitted
prior to February 17, 2023.
Subtask 5: Private Utility Coordination
WSB will complete Gopher State One Calls requests for private utility maps within the
project areas and distribute project plans and coordinate with priv ate utility
companies to minimize and mitigate utility conflicts. If any agreements or permits are
required from private utility companies, WSB will assist with in securing these
agreements.
Subtask 6: Bidding
The WSB project team will complete all necessary work to bid the project, including:
• The preparation of an advertisement for bids.
• Publishing the advertisement for bids in both the Dakota County Tribune and
Finance & Commerce.
• Uploading the project plans and specifications for electronic purchase.
• Delivery of hard copy plans and specifications to the City for sale at City Offices.
• Responding to contractor bidding questions.
• Issuing addenda as needed.
• Attendance at the bid opening or electronic bidding

• Preparation of a bid tabulation and a bid summary.
• Preparation of a letter of recommendation regarding the bid award.
• Preparation of contract documents and the Notice of Award to the contractor
once authorized by the City Council.
Subtask 7: Assessment Roll
As a part of the final project cost calculations, WSB will provide the Final Assessment
Roll and corresponding calculations based on the as -bid unit prices for the project.
Task 3: Construction Observation and Administration
WSB will provide construction observation and administration ser vices for the 2023 Street
Improvement Project, including, but not limited to the following tasks:
Subtask 1: Construction Observation and Administration
WSB will provide Construction Observation and Contract Administration services
through construction of the project and final project closeout. This will include:
• Preparation of materials for and attendance at the preconstruction meeting for
the project.
• Construction observation for a twelve (16)-week construction schedule.
• Attendance at sixteen (16) weekly progress meetings with the contractor and City
Staff.
• Preparation of all pay vouchers and contract modifications.
Subtask 2: Materials Testing
WSB will provide materials testing services during construction as identified in the
attached sub-proposal. The construction material testing cost is based on a reclaim
and pave project and infrastructure construction as identified .
Subtask 3: Construction Staking
WSB will provide construction staking and survey for construction of the project. WSB
assumes one-time staking for all required, any re-staking will be billed at a time and
material hourly rate.
Subtask 4: Private Utility Coordination
WSB will coordinate with all utility companies in the project area identified with the
Gopher State One Call ticket to minimize and mitigate private utility impacts
throughout the project.
Subtask 5: Contract Closeout
WSB will provide all project closeout services for the project, including:
• Production of the Final Pay Voucher for the project.
• Requesting all necessary project closeout documentation (final lien waivers,
IC134s and the maintenance bond) from the contractor.

• Production of a letter of recommendation to the City Council regarding final
acceptance and final payment.
• Preparing all closeout paperwork and documents per State Aid requirements
• The preparation of as-built drawings for the project.
PROPOSED FEE
We propose to conduct the work listed above on an hourly basis for an estimated total fee of
$175,138. The estimated total, which excludes work already completed as a part of the 2022 SIP,
and reflects only the remaining work associated with the 2023 SIP, is as follows:
Tasks 1&2: Feasibility and Design $60,086.00
Tasks 3: Construction Observation and Administration $115,052.00
Total $175,138.00
We will review our progress weekly and will not exceed this amount without your prior approval
should the scope of the project change. If the terms of this agreement are acceptable to the City,
WSB will draft a Professional Services Agreement for the project for both parties to execute.
