WORK SESSION PROCEEDINGS
DECEMBER 6, 2022
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held
on Tuesday, December 6, 2022 at 5:00 pm at Rosemount City Hall, Council Chambers, 2875
145th Street West.
Mayor Droste called the meeting to order with Councilmember Weisensel, Freske and Essler.
Motion by Droste Second by Essler, Motion to close the work session to conduct the annual
performance review of City Administrator Martin.
A report of the performance review will be provided at the next City Council meeting on December
20, 2022.
CALL BACK TO ORDER
Mayor Droste opened the meeting back up at 6:07 p.m.
DISCUSSION
2.a. 2023 Legislative Priorities
City Administrator Martin; discussed and prioritized legislative updates that staff will bring forward
in the new session; i.e. Public Works/Police Department Campus, County Road 42/Highway 3
Railroad Crossing, Highway 52/County Road 42 Feasibility Study.
Councilmembers requested a transit component specifically on the east side of town and suggested
in the future these items be discussed earlier in the year.
Staff will finalize the list and bring to a future council meeting for final approval.

i. Community Development
Community Development Director Kienberger provided an update on upcoming public
hearings for the Planning Commission meeting on December 19th.
ADJOURNMENT TO REGULAR MEETING
Upon a motion by Droste, second by Weisensel the meeting was unanimously adjourned at 6:51
p.m. to the City Council regular meeting.

Mayor Droste opened the meeting back up at 7:52 p.m.

City Administrator Martin discussed the 2023 City Council meeting calendar and discussed
the potential upcoming special election for Councilmember Block’s seat and discussed the
appointment process for Councilmember Weisensel’s seat.

i. Upcoming Council Events
Staff and council discussed upcoming council events; i.e. Santa Tour, Goal Setting, League
of MN Cities conferences, etc.
Council Updates
Weisensel discussed highlights from the National League of Cities Conference he attended.
Mayor Droste recapped the Chamber of Commerce holiday luncheon.
ADJOURNMENT
Upon a motion by Droste, second by Weisensel the meeting was unanimously adjourned at 8:48 pm.
