EXECUTIVE SUMMARY
A team of two students from Rosemount High School last month won the state championship for policy
debate. Ian Cero and Carly Hurley were judged in first place dunng the 105th annual State Debate
Tournament, the longest running event of the Minnesota State High School League.
The Rosemount team won four of five preliminary rounds and entered the finals as the fourth- seeded
team. Cero and Hurley defeated a team from Edina in the quarterfinal round and teams from Wayzata in
both the semifinal and final rounds.
In pohcy debate, each two- student team defends both sides of a selected topic dunng the tournament.
This year's topic was: "Resolved: The United States federal government should substantially decrease its
authority either to detain without charge or to search without probable cause For the final round, Cero
and Hurley drew the negative argument, making the case against the federal government decreasing its
authority to detain without charge or to search without probable cause. They won the championship
round by a 5 -2 decision. It was their eighth debate of the two -day tournament.
Hurley is a senior at Rosemount High. Cero attends the School of Environmental Studies and competes
as part of the Rosemount team The pair made it to the quarter -final round of policy debate last year, and
will compete this summer m the national tournament in Dallas. The Rosemount Insh debate coaches are:
Director of Debate, Wanda Manther; and Pohcy Coaches, Cort Sylvester, Pete Nikolai, Will Hailer, and
Dan Little.
The students may be willing to make a few remarks to the Council.
