CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount Youth Commission was held on Wednesday, September 28, 2022 at 3:45 p.m. at the Fire Station No. 2, 2047 Connemara Trail W, Rosemount. Commission Chair Buck called the meeting to order with Youth Commissioners Alex, Favre, Harvey, Jacobson, Knutson, Narloch, Reed, Rhoades, State, Thomas were present. Assistant City Administrator Emmy Foster, Public Works Director Nick Egger, Public Works Supervisor Chuck Jacobus, Councilmember Jeff Weisensel and Recording Secretary Jessie Paque were also present. Commissioners Bartz, Burman, Essler, Fulsaas, C. Lovin, H. Lovin, and Mohanty were absent. Commissioner Pitzen arrived during item 6.a. Public Works Supervisor Chuck Jacobus provided a tour of the Connemara Water Tour and Well House at 3 p.m. prior to the meeting. 2. ADDITIONS OR CORRECTIONS TO AGENDA Motion by Buck. Second by Jacobson. Motion to Adopt the Agenda. Ayes: 11. Nays: 0 Absent: 8. Motion carried. 3. AUDIENCE INPUT None 4. CONSENT AGENDA Motion by Buck. Second by Reed. Motion to approve the Consent Agenda. Ayes: 11. Nays: 0 Absent: 8. Motion carried. 5. OLD BUSINESS None 6. NEW BUSINESS a. Public Works Department Overview – Public Works Director Nick Egger & Public Works Supervisor Chuck Jacobus Public Works Director Egger gave a presentation on the Public Works Department’s responsibilities, facilities, equipment, and statistics. Egger and Public Works Supervisor Jacobus answered the commissioners’ questions. b. Leadership Lesson: Parliamentary Procedure Councilmember Weisensel briefly discussed Parliamentary Procedure to run a meeting effectively and efficiently. Commissioners were reminded to turn in their leadership lesson worksheets. Councilmember Weisensel asked the commission if there were any topics that the group would like to hear about at future meetings related to leadership. Commissioner Buck requested that the commission discuss what it takes to be a good leader and what a good leader actually looks like. Next meeting, each commissioner is to research and find someone who they think is an effective leader. Discussion will be held at the next meeting. c. Roundtable Discussion Youth Commission members shared their upcoming school year plans and activities. 7. REPORTS a. Commission Member Reports Commissioners agreed to form an attendance sub-committee. Committee members include Commissioners Alex, Buck, Harvey, Jacobson and Thomas. Assistant City Administrator Emmy Foster notified group that some members are getting close to their 3 allowed absences. The sub- committee touched base briefly following the meeting to discuss attendance and ways to help improve participation. b. Next Meeting Date – October 26, 2022 at 3:45 p.m. at the Steeple Center, Room 202. ADJOURNMENT There being no further business to discuss, it was moved by Buck and seconded by Alex that the meeting be adjourned.
