December 13, 2022 Environment and Sustainability Commission Meeting Minutes ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES December 13, 2022 CALL TO ORDER Pursuant to due call and notice thereof the meeting of the Environment & Sustainability Commission (ESC) of the City of Rosemount was called to order on December 13, 2022, at 5:35 p.m. in the Council Chambers, City Hall, 2875 145th Street West, Rosemount. Attendees included: Commission Chair Victoria Schlautman, Commissioners Renee Burman, Vice Chair Tina Angerer, Erin Delaney, and Neal Shoe. Commissioners Eric Johnson and Kristen Andrews were absent. Staff present included the following; City Engineer Erickson and Stormwater Specialist Byron ADDITIONS OR CORRECTIONS TO AGENDA None. APPROVAL OF MINUTES 3.a. Motion by Shoe Second by Burman Motion to approve the minutes of the October 11, 2022 Environment and Sustainability Commission meeting. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS None. OLD BUSINESS 5.a. 2022 Goals Updates Commissioners discussed updating the 2022 goals via shared document. Follow up discussion will be held at the next meeting to determine if a work session will be needed to complete updates to the 2022 goals. 5.b. 2022 Education & Outreach Calendar Updates Vice Chair Angerer has submitted a post about smart salting for December. Commissioner Shoe provided a recap of activity at the Environment & Sustainability booth at the Steeple Center Tree Lighting event. NEW BUSINESS 6.a. 2023 Education & Outreach Calendar Commissioners discussed ideas for upcoming blog posts and community events for 2023. Vice Chair Angerer discussed the key theme from the National Zero Waste Conference she attended in which the concept is centered around repair and reuse. Counties now have “fix-it clinics” and tool loan libraries. Recommendation made for the Commission to promote these clinics and resources to residents. ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES December 13, 2022 Commissioner Burman requested to invite Violet Penman, Solid Waste & Recycling Coordinator for the City of Rosemount, to attend a future ESC meeting so the Commission can work with her to align with her work and events scheduled for 2023. 6.b. Sustainable Purchasing Framework – Burman Commissioner Burman presented her proposed Sustainable Purchasing Framework. The purpose of the proposal is to reduce adverse environmental and human health impacts. In addition, this proposal will satisfy the 15.1 Green Cities Best Practices. Discussion was opened to all Commissioners to comment on the proposal as presented. Motion by Shoe Second by Delaney Motion to recommend that City Council approve the purchasing framework and enact as policy pending further City staff review. Ayes: 5. Nays: None. Motion carried. 6.c. Annual City Council Update Discussion was held regarding items to include in the annual update to City Council. Commission Chair Schlautman volunteered to present an annual update to City Council at a future Council work session. Recommendation was made to present the February City Council work session. 6.b. Reschedule January 2023 Meeting Discussion was held regarding which date to reschedule the January 2023 meeting as it conflicts with the City Council meeting scheduled for the same date. Motion by Shoe Second by Delaney Motion to reschedule the January 2023 Environment & Sustainability Commission meeting for January 18, 2023 at 5:30 p.m. Ayes: 5. Nays: None. Motion carried. ANNOUNCEMENTS Stormwater Specialist Byron noted that the period for public comment regarding Spectro Alloy’s Federal Air Permit ends on December 27, 2022. 7.a. FHR Solar Groundbreaking Stormwater Specialist Byron shared the Flint Hills Solar project groundbreaking flyer and noted that solar array will provide 30% of the refinery’s energy needs. Commissioner Schlautman inquired if the solar project will offset their increased carbon output. Stormwater Specialist Byron stated FHR has not commented on this. 7.b. Landscaping for Clean Water Review Stormwater Specialist Byron shared the Landscaping for Clean Water program summary by Dakota County Soil & Water Conservation District (SWCD). This program provides county residents technical help and grants related to rain gardens, native gardens, and native shoreline planting. Jaycee Park Raingarden Installation Stormwater Specialist Byron discussed the rain garden installation project in the parking lot island that was completed last month. Photos of the installation are available to view on the City’s website. The SWCD managed grant funding, design, and construction oversight for this project. Commissioner Schlautman asked that the City no longer prints out the meeting packets for commissioners. Commissioners should be responsible for either printing their own or having a digital copy available at the meeting. Commissioners were all in agreement. Motion by Angerer Second by Schlautman Motion to request City no longer prints paper copies of meeting packets for Commissioners. Ayes: 5. Nays: None. Motion carried. STAFF REPORT 8.a.
