RECOMMENDED ACTION: Guidance/Direction on Final Project Scope, Potential Change
in Ordinance Requirements for Utility System Connections, and Option for Property Owners
to Finance Added Project Expenses
BACKGROUND
The Council will be receiving the feasibility report for the proposed 2023 Street Improvements Project at
the regular meeting on February 7th, and scheduling a public hearing for the March 7th City Council
meeting in consideration of the final project scope and features.
This project is unique compared to many that the City has taken on in recent years, in that it proposes to
extend municipal utility systems into a neighborhood that is not currently served. Staff would like to
discuss the following aspects that the project presents as it relates to utility system connection
requirements, the limits of the project scope, and the potential for supplemental financing for
homeowners of related project costs.
Staff will walk through these elements during the February 7th City Council work session meeting.
RECOMMENDATION
Discussion, with staff seeking guidance to utilize in preparation for upcoming project public hearing on
March 7th.
