Minutes of the January 17, 2023 Regular MeetingROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 1 7, 2023 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, January 17, 2023, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West. Mayor Weisensel called the meeting to order with Councilmember Essler and Freske attending. Staff present included the following; • City Administrator Martin • Economic Development Coordinator Van Oss APPROVAL OF AGENDA City Administrator Martin noted item 6.k. Bonaire Path East Project, City Project 2018-03 Final Acceptance and Authorization of Final Payment will be delayed for action until a later date. Motion by Weisensel Second by Essler Motion to Adopt the Agenda Ayes: 3. Nays: None. Motion carried. PUBLIC COMMENT Jason Moore 3685 148th Street West Mr. Moore congratulated Mayor Weisnesel and Councilmember Essler on their new council terms. Mr. Moore had questions regarding when the public council packets are posted on the website, what meetings the public are allowed to attend and whether the City maintains the trees and trails within Carroll Woods Park. Staff informed Mr. Moore the packets are typically posted the Friday before the meeting, all commission and council meetings are open to the public and Public Works maintains the trees within all city parks. Request by KJ Walk, Inc for preliminary and final plat approval for Rosewood Commons 2nd Addition Ayes: Essler, Weisensel, Freske Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Public Hearing for the Proposed Tax Abatement on parcels 34-02600-70-013 and 34- 03500-01-011 located at 1367 – 145th Street East Economic Development Coordinator Van Oss recapped to Council that staff has been working with the Jimnist, LLC development team on a technology campus on approximately 280 acres of land owned by the University of Minnesota in its UMore Park site. Van Oss noted as part of this project, Jimnist, LLC is seeking to enter into a tax abatement agreement for the parcels targeted for development. The estimated total amount of the tax abatement over the term of the abatement is $0. The applicant has requested additional time to review the abatement agreement and because the public notice stated January 17th for the public hearing, staff is requesting the public hearing be opened and remain open until February 21st. Ehlers Inc., will be making a presentation regarding the abatement plan for the public hearing and will be available to answer questions at the February 21st meeting. Mayor opened public hearing at 7:12 p.m. Jason Moore 3685 148th Street West Mr. Moore questioned who the end-user is and the plans for the campus. Mr. Moore is concerned about the plans being approved without knowing who the campus will be for. Staff responded that a full presentation of the available details will be provided at the February 21st meeting. Motion by Weisensel Second by Freske Motion to continue to public hearing until February 21, 2023. Ayes: 3. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 1 7, 2023 Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin provided an updated regarding the two open councilmember seats. Staff received 17 applications and will be interviewing 8 finalist tomorrow. 10.b. Upcoming Community Calendar Mayor Weisensel reviewed the calendar of events and upcoming meetings.
