BACKGROUND
The 2023 Neighborhood Infrastructure Improvement Project, City Project 2023-04, was included as part
of the 2023-2032 Capital Improvement Plan. The streets identified for this improvement through the
City’s pavement management evaluation are shown in the attached map. The project is proposed to
consist of full reconstruction with the addition of utilities (water, sewer and storm) as this neighborhood
was included in the 2040 Municipal Urban Service Area (MUSA) with the most recent Comprehensive
Plan update.
DISCUSSION
The scope of the project consists of full pavement reconstruction along with the extension of utilities into
this neighborhood. The streets included are:
• Bacardi Avenue West between the edge of pavement and the Stillwell Pond north of 128th Street
West, approximately 820 feet north
• 128th Street West between Bacardi Avenue West and Bengal Avenue West
• 130th Way between Bengal Avenue and 130th Street West
• Bengal Avenue between 128th Street West and 130th Street West
A feasibility report was prepared by WSB and Associates, Inc. (WSB) for this scope of work and will be
provided to the Council at the Council meeting. A copy is also available for review in the City Engineer’s
office. The report reviews the existing conditions, proposes improvements, details costs and funding
sources and estimates proposed assessments.
Scope
The existing conditions are shown in the following table. The streets vary from 18 feet to 40 feet in width
and are evaluated to be in poor condition. The single-family homes are currently served by individual
wells and septic systems. Discussions with the building official have indicated that a majority of the septic
systems have met or exceeded their anticipated lifecycle and would most likely fail a compliance
inspection. Stormwater is managed by existing ditches and driveway culverts.

Most of the streets are rural and would be replaced with a rural section. However, Bacardi Avenue would
be improved to a paved urban section along with an 8-foot trail along the eastern side to continue the
urban collector road configuration that currently exists north of Bonaire Path. Additionally, portions of
Bengal Avenue and 130th Street have existing bituminous curb which would be replaced with concrete
curb. No neighborhood sidewalks are proposed as part of this reconstruction.

Along with reconstruction of the street, utility extensions are proposed as well. The scope of work would
extend water and sanitary sewer along Bacardi Avenue and into the neighborhood. Service stubs will be
extended to the right of way allowing residents to connect to the new system. Costs for the connection to
the home, proper well sealing and septic abandonment are the responsibility of the owner. Staff is
reviewing the possibility of having the contractor make the private connections to the homes and then
assessing that full cost over 10 years It is important to note that any home connecting to the municipal
system would also be required, per City Ordinance, to pay Sewer Access (SAC) and Water Access (WAC)
Charges to both the City and MetCouncil (SAC only). Dakota County also has a grant program that will
cover ½ of the cost of well sealing up to a maximum of $3,000. Other grant programs are being reviewed
as well.
Stormwater would continue to be managed via ditches throughout the neighborhood. Some grading is
likely to be required to reestablish proper grades. The scope also includes an extension of storm line to
the landlocked Stillwell Pond north of 128th Street. This allows that pond to outlet prior to damaging any
structures and will eliminate the need for staff to set up pumps as has been done in the past.
Public Engagement
City staff hosted a neighborhood meeting on November 4, 2021 prior to postponing this project in early
2022. A second neighborhood meeting was then held on January 12, 2023. Approximately 20 residents
within the project area attended an open house style meeting where staff and the consultant were available
to answer questions and discuss the project scope. Generally, the residents were supportive of the project;
however, there were concerns regarding assessments and connecting to the proposed utility extensions.
Staff is aware that there are some septic systems that have been reconstructed in the last few years and as a
result the residents would prefer to delay connecting. There were also comments regarding driveway
access during construction and minor drainage concerns.
Cost and Funding
The Feasibility Report prepared an initial estimate for the work to be performed. This cost will be refined

during design should City Council order the project at the Improvement Hearing. The table below details
the estimated total project cost for each of the areas. These costs include 5% construction contingency
and a 25% indirect cost. A detailed estimate is included in the feasibility report.
This project would be funded via a combination of funds as estimated below. Assessments are based on
35% of a residential street section. Because the utility system is being extended the cost for that work
would be funded by the appropriate trunk fund. Finally, Bacardi is a Municipal State Aid Street and is
eligible for MSA funding. The estimated amounts are detailed in the table below.
A preliminary assessment roll is included in the Feasibility Report. Assessments are proposed in
accordance with the Rosemount Special Assessment Policy with 35% of the surface improvement costs
assessed and the remaining 65% paid by other city fund sources (e.g. Street CIP and MSA). The
assessments are proposed as a unit assessment, meaning the amount will be the same for all single-family
properties with a driveway access to a street within the project area. Assessments are currently estimated
at $17,768 per unit.
Based on the Feasibility Report this project is feasible, necessary and cost-effective from an engineering
stand point. As a result, staff is recommending that a Public Improvement Hearing be held on March 7,
2023. This is the next necessary step under Minnesota Statutes Chapter 429. A presentation of the
proposed improvements will be made as part of the Improvement Hearing.

Should the Council approve this resolution, the proposed project schedule is shown below. Items marked
“CC” will require City Council approval in order to move forward. Items in italic font have been
completed.

RECOMMENDATION
Staff recommends Council adoption of the attached resolution receiving the feasibility report, calling for
the improvement public hearing for the 2023 Neighborhood Infrastructure Improvement Project, City
Project 2023-04.

A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND
CALLING A PUBLIC HEARING FOR IMPROVEMENT FOR THE
2023 NEIGHBORHOOD INFRASTRUCTURE IMPROVEMENT PROJECT, CITY
PROJECT 2023-04
WHEREAS, pursuant to Resolution 2022-167 adopted December 20, 2023, a report has been
prepared by WSB and Associates with reference to proposed Improvement No. 2023-04, the
following streets with pavement rehabilitation:
• Bacardi Avenue West between the edge of pavement and the Stillwell Pond north of 128th Street
West, approximately 820 feet north
• 128th Street West between Bacardi Avenue West and Bengal Avenue West
• 130th Way between Bengal Avenue and 130th Street West
• Bengal Avenue between 128th Street West and 130th Street West, and;
WHEREAS, this report was received by the council on February 7, 2023, and
WHEREAS, the report provides information regarding whether the proposed improvement is
necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection
with some other improvement; the estimated cost of the improvement as recommended; and a
description of the methodology used to calculate individual assessments for affected parcels.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ROSEMOUNT, MINNESOTA:
1. The Council will consider the improvement of such street in accordance with the report and
the assessment of abutting property for all or a portion of the cost of the improvement
pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement
of $4,999,235.
2. A public hearing shall be held on such proposed improvement on the 7th day of March,
2023, in the Council Chambers of the City Hall at 7:00 p.m. and the clerk shall give mailed
and published notice of such hearing and improvement as required by law.
