RECOMMENDED ACTION: Motion to adopt a Resolution approving an amendment to the
On-Sale Liquor License and Special Sunday Liquor License at Las Tortillas Mexican
Restaurant, Inc
BACKGROUND
An On-Sale Liquor License and Special Sunday Liquor License amendment request has been made by Las
Tortillas Mexican Restaurant, Inc. to expand their liquor license to an adjacent private space located at
15059 Crestone Ave. that is also owned by Las Tortillas.
Per Rosemount City Code; A licensee may request an amendment to the license during the calendar year
term of the license for a request to expand the permitted license area. The licensee shall provide in writing
the plans for the expansion including the necessary building permit application and all plans as requested
by staff. A public hearing shall be required for any new application or amendment application for the
purpose of permanently expanding the licensed premises.
The applicant is required to submit the amendment fee of $175.00. The applicant is also required to
supply the City Clerk with a revised Certificate of Liability Insurance that includes liquor liability coverage
for the expanded area. Both of these requirements have been completed.
Upon receipt of the written report and recommendation by the police department, a notice was published
in the official newspaper ten (10) days in advance, a notice of hearing to be held by the council, setting
forth the day, time and place when the hearing will be held; the name of the applicant; the premises where
the business is to be conducted and the nature of the business.
The liquor license is contingent upon receiving a certificate of occupancy from the Building Official. Shall
the council approve the amendment and the certificate of occupancy has been issued, staff will notify the
commissioner of public safety of the change in the license.
RECOMMENDATION
Staff recommends approval of the amendment On-Sale Liquor License and Special Sunday Liquor License
for Las Tortillas Mexican Restaurant, Inc. at 15059 Crestone Ave.

A RESOLUTION APPROVING AN AMENDMENT
TO THE ON-SALE LIQUOR LICENSE AND SPECIAL SUNDAY LIQUOR LICENSE
FOR LAS TORTILLAS MEXICAN RESTAURANT, INC.
WHEREAS, Las Tortillas Mexican Restaurant, Inc. has submitted a request to amend its current
On-Sale Liquor and Sunday Liquor License for the premise located 15051 Crestone Ave;
WHEREAS, the request was to extend the licensed premises for Las Tortillas to expand the
permitted license area to an adjacent space located at 15059 Crestone Ave;
WHEREAS, the applicant has submitted all necessary documentation and payment for the Liquor
License Amendment;
WHEREAS, the liquor license is contingent upon receiving a certificate of occupancy from the
Building Official; and
THEREFORE, BE IT RESOLVED, that the City Council hereby approves the extension of
licensed premises to include 15059 Crestone Ave.
ADOPTED this 7th day of February 7, 2023 by the City Council of the City of Rosemount.
