BACKGROUND
Over the past year, staff has engaged with the design team led by BKV and Oertel Architects, along with
construction manager Kraus-Anderson, to bring together the proposed final project scope for the joint
Public Works and Police Campus project. The design team worked diligently to evaluate operational space
needs and layouts, tour recently constructed police and public works facilities, to iterate through site and
building configuration options, to determine proper interior outfitting, implements, and technology, to
select interior and exterior materials and finishes, and to perform value engineering and bid alternate items
among many more detailed design steps.
Located on Biscayne Avenue just to the north of the existing MN National Guard facility, this modern,
state-of-the-art, 160,000 square foot facility is designed to serve the City’s organizational and public service
needs for decades to come as the community continues to change, grow in population, and expand its
infrastructure . The campus will feature new offices, meeting rooms and training spaces to fully house
both departments under one roof. In addition, a much-needed emergency operations center will be on site
to meet emergency preparedness objectives for the City. This space will also afford the ability to host
regional trainings and community meetings. Finally, as the City continues with a vision to enhance quality
of life and develop a high-performing organization, the campus will provide a focus on employee wellness,
staff development, and recruitment / retention of our team. The expanded space for our fleet
maintenance and equipment/ material storage fulfills a critical operational efficiency need. Focus was also
spent to ensure the design also allows for expansion to accommodate additional future growth in both
departments.
DISCUSSION & FINANCIAL IMPACTS
Staff and the project team have met with the City Council at several work sessions over the past year to
provide check-in status updates on the scope and design development process, to receive guidance on
major project elements, as well as to convey and discuss financial strategies and overall budgetary impacts.
Through these conversations, Council has expressed consistent support for the project, and directed staff
to deliver the project at an overall cost of approximately $60 million.

As the project team finalizes the proposed scope, the total project cost estimate, including contingencies,
stands at approximately $59.5 million. This cost figure is for a base-bid scope which would not include an
on-site salt storage shed, a stand-alone 7,500 SF unconditioned (cold) vehicle and equipment storage space,
a stormwater runoff (roof-drainage) reuse feature for the vehicle wash bay, or a section of heated sidewalk
in front of the main entrance to reduce salt usage and snow and ice-control efforts, or a screening wall
across the frontage of the public works side of the campus. The base scope also would feature a reduced
number of bulk material storage spaces compared to the full buildout. These items would all be included in
the bid packages as “add-alternates”, meaning that contractors will provide an a la carte price for each of
these components, and that some or all of them could be selected for addition to the project in event that
the base scope bid results yield enough budget cap space. Together, the sum total estimated cost of the
alternate items is $1.6 million.
Staff have spent considerable time working through financial modeling and forecasting with the City’s
financial advisor Baker-Tilly to assist staff with analysis and financial strategizing. The overall tax impact
of this project on a median-valued home is estimated at $120-$140, however the tax increases will be
spread over the first 2 years to minimize the impact. These costs and financing strategies will be discussed
in further detail at the meeting and as the project progresses to a final construction amount.
The project has proceeded through the site plan approval process with the Community Development
Department and received a public hearing before the Planning Commission on January 24th. The
Commission unanimously recommended that the project receive PUD approval and site plan approval by
the City Council, which is scheduled to be considered on February 21st.
SCHEDULE
Should the Council approve this resolution, an advertisement for bids would be issued later in
February/early in March for Bid Package No. 1 which includes the bulk of the site work and major
structural components for the building. A second bid package would be issued in April/May for all of the
remaining items.
Construction is anticipated to start in the summer of this year with a groundbreaking in June, and would
take approximately 18 months to complete. We are projecting a move-in date of late 2024.
RECOMMENDATION
Staff recommends Council adoption of the attached resolution approving the project scope, and
authorizing the advertisement for bids for the Public Works & Police Campus Project, City Project 2023-
08.

A RESOLUTION APPROVING THE PROJECT SCOPE AND AUTHORIZING THE
ADVERTISEMENT TO SOLCIT BIDS FOR THE PUBLIC WORKS AND POLICE
CAMPUS PROJECT – CITY PROJECT 2023-08
WHEREAS, in February of 2022, the City Council of the City of Rosemount began engagement with
a facility and site design consultant team to prepare design plan drawings and project specification
requirements for the Public Works and Police Campus Project, and
WHEREAS, since inception, said Project’s scope has been fully developed, and the design team is in
the final stages of completing detailed plan drawings, and
WHEREAS, the City’s goal is to construct the Project such that staff and equipment are able to begin
occupancy in late 2024, and
WHEREAS, soliciting bids from prospective contractors will enable construction to commence in
early summer of 2023, with completion in late fall of 2024.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota:
1. The project scope is hereby approved.
2. The design team is authorized to complete detailed plan drawings and project specifications
to sufficiently incorporate these into bid packages for prospective contractors to consider
furnishing bids.
3. Once the bid package has been compiled, an advertisement soliciting bids shall be published
in accordance with MN State Statutes for publicly bid construction projects. The City Clerk
shall prepare and cause to be inserted in the official City newspaper, Finance and Commerce,
and Bid Express online bidding portal an advertisement for bids upon the making of such
improvements under such approved plans and specifications for City Project 2023-08.
4. The advertisement shall be published in each of said publications at least once not less than
three (3) weeks before the date set for opening bids, specifying the work to be done, stating
the bids will be opened at a specific place, and at a specific date and time by City officials, and
that no bids will be considered unless sealed and filed with the City Clerk and accompanied
by a cash deposit, cashier’s check, bid bond or certified check payable to the City Clerk for
five (5%) percent of the amount of such bid.
5. Such advertisement for bids is hereby authorized by the Council.
