REGULAR MEETING MINUTES
November 9, 2022
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Technology Task Force of the City of
Rosemount was called to order on November 9, 2022 at 6:33 p.m. in the City Hall Conference
Room.
Attendees included Task Force Members: Steve Thoennes, Tim Bornholdt, and Mike Cahn.
Staff present included the following;
• GIS Supervisor Aaron Menza
• City Administrator Logan Martin
• Police Chief Mikael Dahlstrom
City Council present included the following;
• Councilor Heidi Freske
• Councilor Jeff Weisensel
Others present included the following;
• Sean Qualy – Dakota County Sheriff’s Department, Drone Team
• Meredith Peik – Dakota County Sherriff’s Department, Electronic Crimes Task Force
ADDITIONS OR CORRECTIONS TO AGENDA
Task force member Thoennes asked to hold a discussion regarding O’Reilly Media, a service
provided through the Dakota County Library system that provides access to a variety of
technological learning opportunities. He suggested that the City should look into providing this
service to residents. Council member Freske suggested that there may not be enough users to justify
it but that the task force should seek out sponsors of the program. Thoennes stated he would
continue to investigate opportunities to provide this as a service to residents.

Police Chief Dahlstrom introduced Meredith Peik, Digital Evidence Examiner for the
Dakota County Electronic Crimes Task Force (ECTF). He mentioned that Rosemount
partners with the County on this task force and often utilizes it in investigations.
Digital Evidence Examiner Peik explained that the task force is made up of both licensed
and civilian investigators who process electronics such as phones and computers in domestic
violence, child pornography, and drug overdose cases. Peik provided several examples of
how the task force has been utilized in investigations and noted that task force members
have a wide variety of skills which allow them to analyze complex data, secure data, and
repair electronics that are needed for evidence.
Task force member Thoennes asked if there is anything the Technology Task Force could
do to help ECTF. Peik mentioned that the ECTF has a variety of technical resources
available to them that allows them to stay current with evolving technologies. Dahlstrom
noted that financial assistance is always needed.
Sergeant Qualy discussed Dakota County’s Drone Team and explained that the team has 20
members from the Sheriff’s Department with 14 licensed pilots. He mentioned that the
team utilizes drones with visual and infrared detection technology to assist in search and
rescue operations, crime scene investigations, accident scene investigations, searches for
suspects, and as a tactical supplement for ensuring public safety. He noted that the City of
Rosemount has utilized the Drone Team 14 times since 2018 and provided several examples
of how the City has benefited from the team.
Chief Dahlstrom noted that complaints about civilian drones are on the rise. Sergeant Qualy
mentioned that those complaints are difficult to handle as the Federal Aviation
Administration does not allow air space to be restricted. He noted that many cities do have
ordinances against drones taking off or landing in public areas in hopes of limiting such
complaints.
Task force member Cahn asked Chief Dahlstrom what the task force can do to assist the
Police Department in its operations. Dahlstrom mentioned that there are a number of
projects on the horizon that the task force could advise the police department on, such as
public camera placement. Dahlstrom noted that he was hoping to cover a few more topics
at the meeting and would like to attend an additional meeting to continue the conversation.

ANNOUNCEMENTS
Council member Freske asked for an update regarding electric vehicle (EV) charging stations. GIS
Supervisor Menza noted that the Community Development Department is continuing to work
through a re-write of the City’s zoning code and that EV stations are being considered for inclusion.
City Administrator Martin added that the City is me eting with a new company in the coming weeks
regarding their EV station program and he is hopeful to have an update for the task force soon. He
also noted that the previous company the City was working with is no longer offering the free
program and is only offering the program for a fee now. Additionally, he noted that the City is
looking into a similar program that is being offered by Xcel Energy.
