REGULAR MEETING MINUTES
September 14, 2022
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Technology Task Force of the City of
Rosemount was called to order on September 14, 2022 at 6:36 p.m. in the City Hall Conference
Room.
Attendees included Task Force Members: Steve Thoennes, Tim Bornholdt, Jeff Feeder, and Mike
Cahn.
Staff present included the following;
• GIS Supervisor Aaron Menza
City Council present included the following;
• Councilmember Jeff Weisensel
ADDITIONS OR CORRECTIONS TO AGENDA
GIS Supervisor Menza asked to add an agenda item for a discussion on expanding WIFI services to
City parks.
APPROVAL OF MINUTES
Motion by Steve Thoennes Second by Tim Bornholdt
Motion to approve the minutes of the August 10, 2022 Technology Task Force meeting.

PRESENTATIONS
None
OLD BUSINESS
4.a Technology Meetups
The task force discussed the idea of holding technology meetups and the need for the
meetups to be inclusive to minors and people of all faiths. Councilmember Weisensel
suggested that the group should stay in Rosemount and support local businesses. The Task
Force decided to table the topic for a future meeting.
NEW BUSINESS
5.a Questions/Evaluation set for evaluating Technology Task Force projects
Task Force Member Thoennes suggested that Task Force should have an evaluation set
prepared to assess the feasibility and suitability of projects being proposed by the Task
Force. Councilmember Weisensel states that it is good practice to have such a document.
Task Force Member Thoennes offered to send his proposed evaluation set document to the
rest of the Task Force for review.

5.b WIFI in Parks
The Task Force discussed the need and feasibility of installing public WIFI systems at City
parks. Task Force Member Thoennes questioned what the WIFI would be used for and if
staff or residents would be the common users. He also questioned how much of the
population of Rosemount would benefit from such a project. GIS Supervisor Menza
suggested that it would be put in place for public use. Task Force Member Bornholdt said
that it would be a great option for children using the parks and suggested that it fits in well
with the City Council’s goal of strengthening the community in Rosemount. Task Force
Member Feeder suggested that public WIFI users should be required to read and accept the
City’s terms for WIFI use. Task Force Member Cahn discussed whether or not the City
would have any responsibility for the citizens who use the WIFI. Councilmember Weisensel
questioned what the cost of the project would be and if the City could work with private cell
phone providers to increase coverage in the City Parks. GIS Supervisor Menza mentioned
that the City’s Verizon Wireless representative is looking at temporary options for increasing
their coverage are during larger events such as Leprechaun Days and the Food Truck
Festival. Councilmember Weisensel suggested that the Task Force makes a motion to have
City staff further investigate options.
Motion by Tim Bornholdt Second by Mike Cahn
Motion to direct City staff to investigate what gaps exist in cellular data service during large
events and to investigate options for creating WIFI networks at City parks.

The Task Force discussed the idea of placing cameras around the City to help with police
enforcement. Councilmember Weisensel questioned if there are specific areas around the
City that should have cameras and whether or not the Police Department has data to help
identify those locations. He suggested that the Task Force makes a motion to direct staff to
further research the topic

Motion to invite City department leaders to attend future Task Force meetings to discuss
technology needs and difficulties.

ANNOUNCEMENTS
GIS Supervisor Menza provided an update on the electric vehicle charging station
installation program. He noted that the program is no longer no-cost and there will be a
cost to the City. He said that the details have not been defined yet but should be available
soon.
GIS Supervisor Menza mentioned that the City is undergoing a re-write of its zoning code
and staff will be working in language that encourages the installation of charging stations in
new construction of commercial and residential developments.

Motion to advise city staff to add language to the zoning code which promotes the
construction of electric vehicle charging stations in new multi-tenant homes and commercial
properties.
