HomeMy WebLinkAbout2022.03.28 UC Minutes UTILITY COMMISSION REGULAR MEETING MINUTES MARCH 28, 2022 CALL TO ORDER Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount th was called to order on March 28, 2022, at 5:30 p.m. in the Conference Room, City Hall, 2875 145 Street West, Rosemount. Attendees included: Commission Chair Michele Rome and Commissioners Vanessa Demuth and Greg Johnson. Commissioner Michele Rome attended meeting virtually with Zoom due to remote location. Staff present included the following; - Mayor Droste, City Administrator Martin, Public Works Director Egger, and Recording Secretary Paque. ADDITIONS OR CORRECTIONS TO AGENDA None AUDIENCE INPUT None APPROVAL OF MINUTES Motion by Johnson Second by Rome Motion to approve the minutes of the March 28, 2022 Utility Commission meeting. Ayes: Johnson, Rome Nays: 0. Motion carried. PUBLIC HEARINGS OLD BUSINESS NEW BUSINESS EXECUTIVE DIRECTOR’S REPORT 8.a. City Project Update Public Works Director Egger provided the commission with an update regarding upcoming and ongoing projects. Commissioner Johnson inquired on how the public is notified of these upcoming projects. Public Works Director Egger explained that all of the projects are highlighted on the City’s website. Mayor Droste also noted that property owners within a specific distance of a project site receive a direct mailing, depending on the project type. 8.b. Well Pumping Report Public Works Director Egger presented the current well pumping records. 8.c. Action Item / Issues List i. Meter Reading System Public Works Director Egger stated that staff is continuing to work on implementing a fixed based meter reading system. An antenna will be installed on the Bacardi water tower and will be capable of receiving all of the meter data from across the City. Data will be automatically downloaded to the City’s Utility Billing software. System should be fully online by the beginning of 2023. ii. Meter Supply Shortage Public Works Director Egger summarized the meter supply shortage that the City has been experiencing the last couple of months. Vendors are predicting that the shortage will continue until Fall 2022. Due to the shortage and Rosemount’s fast housing growth, there will be a number of new residences coming online without water meters. Those new homes will be connected to the water supply lines with straight piping. These properties will be billed at a flat rate until their water meters is installed. Staff currently working on calculating the most accurate flat rate for these new construction homes. Commissioners Demuth requested that the new homes without meters be placed into the third tier as most of them will be establishing their new yards and landscaping. Water consumption will most likely be higher the first year of occupancy. Commissioners discussed how to compute the water usage for the flat rate fee based on yard size, occupants, etc. iii. Stormwater Pond Sediment Removal Projects Public Works Director Egger provided highlights of the recent pond excavation project that took place at Basin 1565, generally located northeast of the intersection of Danube and Daffodil Path. Approximately 2,500 cubic yards of sediment were removed. Restoration work will occur this spring. Cormorant Pond, Cimarron Avenue Pond, and Rosemount Woods Pond are among the ponds that will be evaluated this year and considered for sediment removal projects in the near future. WSB completes our stormwater pond inspections. Each pond is evaluated with the Stormwater Asset Management Program (SWAMP). This program is used to identify which pond within the City would have the greatest benefit from a pond cleaning project to improve pond performance for water quality and volume management. iv. Water Treatment Plant Feasibility Study Public Works Director Egger updated the Commission on staff has been in communication with Short Elliot Hendrikson (SEH) on the City’s water supply system. The City has been receiving several large project inquiries that would have major impacts on the water supply needs. Staff and SEH are holding off on moving forward with the study further until there is more certainty of the prospective large projects. v. Large Project Inquires Public Works Director Egger highlighted that staff has been receiving several large project inquiries from consultants and representatives. Due to non-disclosure agreements, staff cannot discuss details other than that these types of projects would have heavy demand on the water and wastewater systems. vi. Application for Water Efficiency Grant Commissioners reviewed the ongoing participation of the Met Council’s Water Efficiency Grant program. Public Works Director Egger updated the commission that staff will be submitting the application to participate in the 2022-2024 grant period. City will be notified in April if funds have been awarded. If awarded, staff will coordinate our communication campaign to promote the program on multiple platforms. vii. Water/Stormwater Rebate Update (quarterly) Next update will be at the April or May meeting. Public Works Director Egger recognized that it was Commissioner Rome’s last meeting. Commissioners, staff, and Mayor Droste thanked Michele Rome for her time serving on the commission. Staff asked if Commissioners knew of any residents that would be interested to serve on the Commission now that a seat will be open. 8.d.
