ATTACHMENTS: Resolution; Corridor Map; Septic System Status Map APPROVED BY: LJM RECOMMENDED ACTIONS: Motion to Adopt a Resolution Ordering the 2023 Neighborhood Infrastructure Improvement Project, City Project 2023-04 and Authorizing Final Preparation of Plans and Specifications and Advertisement for Bids BACKGROUND The 2023 Neighborhood Infrastructure Improvement Project, City Project 2023-04, was included as part of the 2023-2032 Capital Improvement Plan. The streets identified for this improvement through the City’s pavement management evaluation are shown in the attached map. The project is proposed to consist of full reconstruction with the addition of utilities (water, sewer and storm) as this neighborhood was included in the 2040 Municipal Urban Service Area (MUSA) with the most recent Comprehensive Plan update. The Improvement Hearing for the 2023 Neighborhood Infrastructure Improvement Project, City Project 2023-04 is the next step as required under Minnesota Statute Chapter 429. Ordering of the improvement allows the final design and planning to progress for this project. Upon completion of the final design, advertising for bids will begin. There are several additional steps in the process prior to assessments being levied including awarding the contracting and holding an Assessment Hearing. There will be additional discussion and details provided during the Assessment Hearing, including the final proposed assessments. Scope The project consists of full pavement reconstruction along with the extension of utilities into this neighborhood. The streets included are: • Bacardi Avenue West between the edge of pavement and the Stillwell Pond north of 128th Street West, approximately 820 feet north • 128th Street West between Bacardi Avenue West and Bengal Avenue West • 130th Way between Bengal Avenue and 130th Street West • Bengal Avenue between 128th Street West and 130th Street West A feasibility report was prepared by WSB and Associates, Inc. (WSB) for this scope of work and was provided at the February 7, 2023 Council meeting. A copy is also available for review in the City Engineer’s office as well as the project website. The report reviews the existing conditions, proposes improvements, details costs and funding sources and estimates proposed assessments. The report found this project, as proposed, to be feasible, cost effective, and necessary. 2 The existing streets in this area are in poor condition and staff has spent considerable time maintaining them. Reconstructing these streets would substantially reduce maintenance expenses while also improving the roads for the traveling public. The roads would remain a rural section with no curb and gutter. It should be noted that some existing bituminous curb would be replaced with concrete curb and gutter, but existing areas with ditches would remain. Some grading is anticipated to ensure positive drainage can be established. One change staff is recommending from the project scope presented in the Feasibility Report is to adjust Bacardi Avenue to a rural section thus eliminating the curb and gutter. The road width would also be rebuilt to a narrower width than previously proposed, providing only two through lanes and a 3-foot-wide paved shoulder on each side for a total pavement width of 30 feet. The paved trail would remain but eliminating the curb would require a 10-foot-wide clear zone between the road and trail. Altogether, these changes would reduce the surface improvement costs and likely provide some cost savings for assessments. The narrower road would also reduce the size of additional needed stormwater improvements. The planned extension of city water and sanitary sewer into the neighborhood is based on the 2040 Municipal Urban Service Area (MUSA) boundary from the city’s Comprehensive Plan. Due to the street condition, extending utilities now is appropriate, since a full reconstruction of these streets would be unlikely to occur again for 30 years or more. Additionally, staff has reviewed available historical information on the septic systems within the neighborhood. The table below details that information which was broken into three categories: • Septic systems known to be compliant. • Septic systems with an installation year known, but compliance status unknown. • Septic systems with both an unknown installation year and compliance status. Cost and Funding The Feasibility Report prepared an initial estimate for the work to be performed. This cost will be refined during the final design should City Council order the project at the Improvement Hearing. The table below details the estimated total project cost for each of the areas. These costs include 5% construction contingency and a 25% indirect cost. A detailed estimate is included in the feasibility report. Assessments are based on 35% of a residential street design section only. The assessments are NOT applied to the utility extensions. Because the utility system is being extended the cost for that work would be funded by the appropriate trunk fund. Finally, Bacardi is a Municipal State Aid Street and is eligible for MSA funding. The estimated amounts are detailed in the table below. Should the City Council proceed with this project more refined information will be provided for costs, funding and final proposed assessments at a future meeting. Schedule Should the Council approve this resolution, the proposed project schedule is shown below. Items marked “CC” will require City Council approval in order to move forward. At the conclusion of the hearing, staff recommends the Council adopt the attached resolution ordering the project for the 2023 Neighborhood Infrastructure Improvement Project, City Project 2023-04, directing staff to prepare final plans and specifications, and authorizing the advertisement for bids. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2023 - XX A RESOLUTION ORDERING THE IMPROVEMENTS, AUTHORIZING THE PREPARATION OF FINAL PLANS AND SPECIFICATIONS, AND AUTHORIZING THE ADVERTISEMENT FOR BIDS ON THE 2023 NEIGHBORHOOD INFRASTRUCTURE IMPROVEMENT PROJECT - CITY PROJECT 2023-04 WHEREAS, Resolution 2023-14 was adopted by the City Council on February 7, 2023, fixed a date for the Council hearing on Improvement number 2023-04, the proposed improvement of: • Bacardi Avenue West between the edge of pavement and the Stillwell Pond north of 128th Street West, approximately 820 feet north • 128th Street West between Bacardi Avenue West and Bengal Avenue West • 130th Way between Bengal Avenue and 130th Street West • Bengal Avenue between 128th Street West and 130th Street West; and, WHEREAS, ten days’ mailed notice and two weeks’ published notice of the hearing was given, and the hearing was held thereon on the 7th day of March 2023, at which all persons desiring to be heard were given an opportunity to be heard thereon. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. Such improvement is necessary, cost effective and feasible as detailed in the feasibility report. 2. Such improvement is hereby ordered as proposed in Council Resolution 2023-14 adopted on February 7, 2023, subject to any amendments and revisions made by the City Council at the March 7, 2023 City Council meeting. The City Clerk shall cause to be made a matter of record via this resolution any amendments to design features made by the City Council at the March 7, 2023 City Council meeting. The City Council hereby amends the project scope and plans as follows: 3. The City Engineer is hereby designated as the engineer for this improvement, and is hereby directed to prepare final plans and specifications for the making of said improvements. 4. Upon completion of the preparation of the final plans and specifications, the City Clerk is authorized to post advertisement soliciting bids for the project, following all requirements of Minnesota State Statutes. BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project 2023-04.
