ATTACHMENTS: None APPROVED BY: LJM RECOMMENDED ACTION: Guidance/Direction on Potential Changes in Ordinance Requirements for Utility System Connections, and to Assessment Policy BACKGROUND The Council will be receiving a staff report on the proposed scope and features of the proposed 2023 Street Improvements project separately during the regular City Council meeting on March 7th. The regular meeting will also include a public hearing to receive comments for the Council’s consideration, and a recommendation from staff to order the improvements, direct final completion of the plans and specifications, and authorize the advertisement for bids. The goal of the work session will be for staff to get further guidance and direction from the Council on the matters of policy for connecting to City utility systems once they become available in a neighborhood previously unserved, as well as on financing of large assessment amounts. Staff has prepared additional information and scenarios for the Council on these issues since the work session on February 7th. Decisions on changes to utility connection policy, and to assessment policy are independent of the aforementioned decision to be considered during the regular Council meeting. At this time the Council is only being asked to consider approval of the project scope and order staff to seek bids from contractors. Decisions on utility connection policy, and on assessment policy changes will be considered at future City Council meetings. RECOMMENDATION Discussion only, with staff seeking guidance to utilize in preparation of formal proposals on changes to utility connection policy and special assessments policy.
