REGULAR MEETING MINUTES
NOVEMBER 28, 2022
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Parks & Recreation Commission of the
City of Rosemount was called to order on November 28, 2022, at 7: 00 p.m. in the City Hall,
Council Chambers, 2875 145th Street West, Rosemount.
Attendees included: Commission Chair Mike Eliason, Vice-Chair James Bonkoski, and
Commissioners Scott McDonald, David Speich, John Debettignies, Sharry Angell and Emily Flury.
Commissioners Andrea Schaap and Jim Young were absent.
Guest - resident
Staff present included the following;
Parks &Recreation Director Schultz, and Recording Secretary Rambo
ADDITIONS OR CORRECTIONS TO AGENDA None
APPROVAL OF MINUTES
Motion by DeBettignies Second by Bonkoski
Motion to approve the minutes of the October 24, 2022 meeting.
Ayes: 7 Nays: 0 Motion carried.
AUDIENCE INPUT - Resident had questions regarding the Bonaire Path Trail project.
DISCUSSION - Director Schultz addressed questions regarding the Bonaire Path Trail project.

NEW BUSINESS
7.a. Fees and Fee Policy for 2023 – MOTION by DeBettignies to approve the recommended
Banquet Hall increases for 2023. SECOND by Speich.
Ayes: 7 Nays: 0 Motion carried.
7.b. 2023 Capital Improvement Plan – Parks and Recreation – Discussion only
7.c. Director’s Report
Park Improvement Fund Balance as of October 31, 2022: $4,258,632.95
Inflows to the Park Improvement Fund last month were as follows:
Dedication fees - $0
Grants/Other - $0
Interest - $5,795.85
Donations - $0
Expenditures - $227,930.44 (Flint Hills Park building, Bella Vista Greenway, Skate Park
Improvements, and Central Park master planning)
ADJOURNMENT
There being no further business to come before the Parks and Recreation Commission and upon a
motion by DeBettignies and a second by Angell the meeting was adjourned at 7:46p.m.
