HomeMy WebLinkAbout20230221 Regular MeetingROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21, 2023 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, February 21, 2023, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West. Mayor Weisensel called the meeting to order with Councilmember Essler, Theisen, Klimpel, Freske attending. Staff present included the following; • Public Works Director Egger • Chief of Police Dahlstrom • Senior Planner Nemcek APPROVAL OF AGENDA Motion by Weisensel Second by Klimpel Motion to Adopt the Agenda Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT JASON MOORE 3685 148TH STREET WEST Mr. Moore questioned why a roundabout would not be two lanes at 140th Street, whether the city has an emergency action plan in place should there be an event requiring a plan, questioned the process for land designation and the reasoning to force residents to take sewer when a resident may not want it. RESPONSE TO PUBLIC COMMENT Chief of Police Dahlstrom explained the refinery and railway have their own emergency response team, but stated staff will present a formal presentation explain the City’s emergency operation manual. Community Development Director Kienberger will bring forward a more detailed response at the next council meeting regarding land designation process. Public Works Director Egger discussed the scope of the proposed projects and explained the driving force behind the project is the failing septic systems and the only option to correct the failure is to connect to municipal sewer. Mr. Egger noted staff and council are still working through policy discussions and any construction updates are available on our website. Motion carried. 6.d. 2023 Leprechaun Days Service Agreement Councilmember Klimpel noted a typo in the agreement; item 3 should state “firework event in 2023” not “2022”. Motion by Klimpel Second by Freske Motion to approve the agreement with the modification to item 3 as discussued to change 2022 to 2023. Ayes: Klimpel,Weisensel, Theisen, Freske, Essler Nays: None. Motion carried. 6.o. Approving the issuance of the TIF Note for Project Osprey Mayor Weisensel pulled this item for further discussion explaining the Tax Increment Financing (TIF). Economic Development Coordinator Van Oss explained as part of Osprey project, the city required a Contract for Private Redevelopment which established some of the terms of the Tax Increment Financing (TIF) assistance and performance measures. The Contract was approved by the Port Authority and established that the City will issue the Note to the Developer in a principal amount not to exceed $670,996.32 and will issue a pay as you go TIF note for the principal amount after receipt of a Certificate of Occupancy for the project. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21, 2023 Motion by Weisensel Second by Freske Motion to approve the issuance of a Tax Increment Revenue Note, series 2023A in an aggregate principal amount not to exceed $670,996.32 in support of Project Osprey Ayes: Weisensel, Theisen, Freske, Essler, Klimpel Nays: None. Motion carried. PUBLIC HEARINGS 7.A. PROPOSED TAX ABATEMENT Economic Development Coordinator Van Oss stated the developer is requesting this hearing to be open until March 21st as the development team is still working on finalizing terms. Motion by Klimpel Second by Essler Motion to continue the public hearing to March 21 at the request of the developer Ayes: Theisen, Freske, Essler, Klimpel, Weisensel Nays: None. Motion carried. 9.A. A REQUEST INITIATED BY THE CITY OF ROSEMOUNT FOR A PLANNED UNIT DEVELOPMENT MASTER DEVELOPMENT PLAN AND FINAL SITE AND BUILDING PLAN FOR A NEW JOINT PUBLIC WORKS AND POLICE CAMPUS Senior Planner Nemcek presented the request made by the City of Rosemount for approvals which would allow for the construction of a 160,000 square foot joint Public Works and Police Facility north of 145th Street West and West of Biscayne Avenue. Mr. Nemcek reviewed the plans, design of the building and the recommendation by the planning commission to approve the request. Motion by Essler Second by Freske Motion to adopt a resolution approving a PUD Master Development Plan with rezoning of the site from PI-Public Institutional to PI PUD-Public Institutional Planned Unit Development for the joint City of Rosemount Public Works and Police Campus, subject to conditions Ayes: Freske, Essler, Klimpel, Weisensel, Theisen Nays: None. Motion carried. Motion by Theisen Second by Essler Motion to adopt a resolution approving the Final Site and Building Plan for a joint Public Works and Police Facility/Campus Ayes: Essler, Klimpel, Weisensel, Theisen, Freske Nays: None. Motion carried ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21, 2023 ANNOUNCEMENTS 10.a. Staff Updates Assistant City Administrator Foster deferred to Public Works Director Egger to discuss the plans on the upcoming snow events. Councilmember Klimpel recapped the Rosemount Area Athletics Stakehold meeting that she attended on February 20th. Councilmember Essler mentioned the following was mentioned at a recent MVTA Board Meeting; Rosemount has the only electric shortbus in the United States. Mayor Weisensenl recapped the OneRosemount that was held this past week in conjuction with schoolboard members to provide information on the upcoming referendum in May. 10.b. Upcoming Community Calendar Mayor Weisensel reviewed the calendar of events and upcoming meetings.
