Minutes of the March 7, 2023 Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MARCH 7, 2023 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, March 7, 2023 at 5:02 pm at Rosemount City Hall, Council Chambers, 2875 145th Street West. Mayor Weisensel called the meeting to order with Councilmember Freske, Essler, Theisen and Klimpel. DISCUSSION 2.a. Amber Fields Pickleball & Dog-Park Complex Parks & Recreation Director Schultz discussed the plans for a large off leash dog park and pickleball courts as part of the Amber Fields development. Mr. Schultz discussed the different proposed layouts and the advantages and disadvantages to each, the best practices from other cities that have pickleball courts and the future for parking and facilities. Councilmembers agreed lighting should be included right away and to include as much parking as possible. Staff is currently working on the budget of the project and will provide another update once more information is available. 2.b. Utility Connection Ordinance Requirements Public Works Director Egger provided an update to the council based on discussions that took place at the February 7th City Council Work Session. Staff is looking for further guidance and direction from the Council on the matters of policy for connecting to City utility systems once they become available in a neighborhood previously unserved, as well as on financing of large assessment amounts. Mr. Egger discussed the neighborhood’s septic system status based on the records the City has. Staff assumes any homes that do not have records, have a septic system as old as the home. Mr. Egger discussed what other cities have for a policy and our current policy is very laxed in comparison to other cities that require residents to connect to city utilities within 1 to 3 years. Staff noted there are several additional costs to the homeowner to connect to city utilities along with the assessment fee. Council and staff agreed the current proposed assessment is high and to find ways to make the assessment fee reasonable and fair for this specific project, i.e. cap on the assessment amount, extend payment term, etc. Council directed staff to work with residents to obtain any inspection records that homeowners may have in order to update the status map of septic systems that was illustrated to Council. Staff will continue to review the City Code with the understanding the connection requirement will stay at 10 years under the assumption the homeowner will provide inspection reports that their septic system is in compliance. Council also requested staff to work to communicate to residents as early as possible that future projects that include assessments are forth coming, i.e. reach out to impacted neighborhood’s, newsletter articles, etc. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MARCH 7, 2023 2. c. Lifetime Lease Status City Administrator Martin updated Council with the latest Life Time terms listed within the memo. The finalized Lease Agreement will be presented to the City Council for execution at its March 21 meeting UPDATES 4.a. Project Updates i. Community Development Community Development Director discussed upcoming Planning Commission meetings. ii. Administration City Clerk Fasbender discussed dates for upcoming commissioner interviews on March 22nd. 5.a. Staff Reports i. Upcoming Council Events Staff and council discussed upcoming council events. ADJOURNMENT Upon a motion by Weisensel, second by Essler the meeting was unanimously adjourned at 6:55 pm.
