RECOMMENDED ACTION: Motion to recommend the City Council approve the final plat
for Amber Fields 10th Addition, subject to the following conditions: 1. Execution of a subdivision agreement 2. Drainage and utility easements with storm sewer infrastructure may contain fences but shall be required to include gates to provide truck access; shall prohibit sheds or
other accessory structures; and shall prohibit landscaping that would impede drainage. 3. Submission of $300/tree plus 10% for Landscaping Surety, taking into account any surety already received.

Net (Met Council) Density: 7.21 units/acre The Planning Commission is being asked to consider a Final Plat request from Maplewood Development
for Amber Fields 10th Addition to allow development of 75 single-family lots. This final plat will complete
the subdivision of land being developed by David Weekley Homes in the Amber Fields development. The
final plat is necessary to facilitate subdivision of the property into individual residential lots, and public
streets. Staff finds the application consistent with the preliminary plat for this area and recommends
approval of this application subject to the conditions listed above.
BACKGROUND The Planning Commission reviewed the Amber Fields 5th Addition preliminary plat to allow 124 lots on
18. acres at its June 28, 2022 meeting. Subsequently, the City Council approved the preliminary plat and
the final plat for the initial phase of this part of the Amber Fields development in July of 2022.

Amber Fields 10th Addition is comprised of the remaining land within the preliminary plat area.
Stormwater is managed regionally with ponding and infiltration areas located centrally to the overall
development. Therefore, no outlots are required for onsite ponding. In addition to the buildable lots, the
proposed final plat includes right of way for all the streets located within the plat area.
ISSUE ANALYSIS Legal Authority.
The final plat application is Quasi-Judicial because the City has a set of standards and requirements for
reviewing this type of application that is described in detail below. Generally, if the final plat meets the
ordinance requirements it must be approved.
Land Use and Zoning
The site is designated for MUR-Mixed Use Residential land uses, which can include a range of housing
types from single-family homes on traditional sixty-five foot lots to townhomes. The zoning district in
which the final plat is located is the R1 PUD-Low Density Residential Planned Unit Development zoning
district. The Amber Fields Planned Unit Development Agreement includes several deviations from the
Zoning Ordinance. In addition to dimensional standards the table below compares the standards
approved with the Amber Fields 5th Addition preliminary plat to the standards of the Amber Fields PUD.
A deviation was also approved that increases the maximum density of the preliminary plat area above 6
units per acre.

Overall, the final plat conforms to the standards approved for this part of Amber Fields (5th Addition Preliminary Plat). Many of the standards are enforced at building permit review when an individual site
survey is evaluated by the City.
Final Plat. Standards for reviewing subdivision requests are detailed in Title 12 of the Rosemount City Code. This
section of the Code outlines the two-step Preliminary and Final Plat process for land subdivision. In this case, the preliminary plat was approved by Council on July 19, 2022, consisting of 124 single-family lots.
The current application proposes to plat 75 single-family lots for Amber Fields 10th Addition and to dedicate the rights of way necessary to construct the internal roadways. The final plat is in substantial
compliance with the approved preliminary plat.

Parks and Open Space.
The park dedication requirements for Amber Fields are met through the multiple parks and trails within
the overall development area. The central open area within Amber Fields will be surrounded by a trail
system that is punctuated with neighborhood parks. Once such park will be located near the southwest
corner of the plat area.
Landscaping.
The landscape plan submitted by the applicant shows a total of 140 trees to be planted throughout the
preliminary plat area. The City Code requires one tree per lot/frontage in the R1 and R2 zoning district,
which the landscape plan conforms with that requirement. A total of 140 trees will be planted with this
development, therefore a landscaping surety in the amount of $46,200 (140 trees x $300 plus 10%) was
required as a condition of approval. Staff will confirm the amount submitted thus far and subtract it from
the total amount required prior to release of the plat mylars.
Engineering Review
The City’s engineer has provided a memorandum noting that all comments provided by the City Engineer
at the time of preliminary plat approval have been addressed. A copy of the memorandum is included in
the attachments.
RECOMMENDATION Staff is recommending approval of the final plat, subject to conditions, based on the information provided by the applicant and reviewed within this report

SUBMITTAL:
Maplewood Development has submitted Construction Documents for the construction of Amber
Fields 10th Addition, within Outlot C, Amber Fields 5th Addition. The construction plan constructs
Road A, now named Ardgillan Road south from its current terminus, looping around and
connection to its terminus to the east. Two connecting streets between Ardgillan Road are also
proposed, 150th Street West and 151st Street West. The plans submitted were prepared by Alliant
Engineering. Review comments were generated from Construction Documents, submittal dated
02-13-2023. The submittal included the following:
▪ February 1, 2023 Engineering and Stormwater Plan Review Response Letters
▪ Revised Construction Documents:
o Cover Sheet
o Details
o Existing Conditions
o Site, Lighting, and Signage
o Erosion and Sediment Control Plan
o Sanitary Sewer and Watermain Plan and Profiles
o Street and Storm Sewer Plan and Profiles
o Street Intersection Details
o Landscape Plan
▪ Storm Sewer Sizing Calculations
REVISED SUBMITTAL AND OUTSTANDING COMMENTS
A Final Plat was not received in this submittal.
The revised construction documents received on February 14, 2023 address all previous
engineering and stormwater plan comments. There were no revisions to the preliminary
plat as a result of those plan comments.
GENERAL
Infrastructure design shall be completed in accordance with the City of Rosemount’s Engineering
Guidelines and Standards. Infrastructure construction shall be completed in accordance with the
latest edition of the City’s General Specifications and Standard Detail Plates for Street and Utility
Construction.
