REGULAR MEETING MINUTES
JANUARY 23, 2023
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Parks & Recreation Commission of the
City of Rosemount was called to order on January 23, 2023, at 7: 0 1 p.m. in the City Hall, Council
Chambers, 2875 145th Street West, Rosemount.
Attendees included: Commission Chair Mike Eliason, Vice-Chair James Bonkoski, and
Commissioners Scott McDonald, John Debettignies, Jim Young, Emily Flury. Commissioners
David Speich and Sharry Angell were absent.
Staff present included the following;
Parks &Recreation Director Schultz, and Recording Secretary Rambo
ADDITIONS OR CORRECTIONS TO AGENDA None
APPROVAL OF MINUTES
Motion by Bonkoski. Second by Young.
Motion to approve the minutes of the November 28, 2022 meeting.
Ayes: 6 Nays: 0 Motion carried.
AUDIENCE INPUT – None
DISCUSSION – None
UNFINISHED BUSINESS
6.a. Amber Parks Plan Review – Motion by DeBettignies to support the public plans
recently submitted by the developer and that the developer continues to follow the
recommendations made in August 2021 by the Parks and Recreation Commission.
SECOND by Young. Ayes: 6 Nays: 0 Motion carried.
NEW BUSINESS
7.a. Playground Proposals: Biscayne and Claret Parks – MOTION by Bonkoski to
approve the recommended playground vendor St. Croix Recreation for both Biscayne and
Claret Parks. SECOND by Young. Ayes: 6 Nays: 0 Motion carried.
7.b. Director’s Report
Park Improvement Fund Balance as of November 30, 2022: $3,749,238.26
Inflows to the Park Improvement Fund last month were as follows:
Dedication fees - $3,400
Grants/Other - $0
Interest - $5,274.98
Donations - $0
Expenditures - $162,780.24 (Flint Hills Park building, Bella Vista Greenway, Central Park master
planning, Flint Hills fencing and Winds Park new fencing)
ADJOURNMENT
There being no further business to come before the Parks and Recreation Commission and upon a
motion by DeBettignies and a second by Young the meeting was adjourned at 7:59 p.m.
