March 14, 2023 Environment & Sustainability Commission Meeting Minutes ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES March 14, 2023 CALL TO ORDER Pursuant to due call and notice thereof the meeting of the Environment & Sustainability Commission (ESC) of the City of Rosemount was called to order on March 14, 2023, at 5:30 p.m. in the Council Chambers, City Hall, 2875 145th Street West, Rosemount. Attendees included: Commissioners Tina Angerer, Renee Burman, Eric Johnson, and Neal Shoe. Commissioner Kristen Andrews arrived during item 4.a. Commissioner Erin Delaney was absent. Staff present included the following; City Engineer Erickson, Stormwater Specialist Byron, and GIS Supervisor Aaron Menza ADDITIONS OR CORRECTIONS TO AGENDA None. ANNUAL MEETING 3.a. Presentation of Commissioner Schlautman Resignation Per the Bylaws of the Environmental & Sustainability Commission Section IV: “Any member wishing to resign from the Commission shall give a written notice of resignation to the Chair and city staff representative. The Chair shall present the resignation to the Commission at its next meeting.” Motion by Burman Second by Shoe Motion to accept the resignation of Commissioner Schlautman. Ayes: 4 Nays: None. Motion carried. 3.b. Election of Interim Commission Chair Commissioner Angerer nominated Eric Johnson for Interim Commission Chair. Motion by Burman Second by Shoe Motion to elect Eric Johnson as Interim Commission Chair of the Environmental & Sustainability Commission. Ayes: 4 Nays: None. Motion carried. APPROVAL OF MINUTES 4.a. Motion by Shoe Second by Burman Motion to approve the minutes of the January 18, 2022 Environment and Sustainability Commission meeting. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS 5.a. Electric Care Charging Network GIS Supervisor Menza presented the Technology Task Force’s information and recommendation for the City to purchase electric vehicle charging stations to be placed at public parks and buildings. The Commissioners asked questions regarding details on options, implementation, and availability of grants. ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES March 14, 2023 Motion by Shoe Second by Angerer Motion to recommend to City Council to pursue the purchase and installation of four (4) electric vehicle charging stations at public facilities. Ayes: 5 Nays: 0. Motion carries. OLD BUSINESS 6.a. 2022 Goals Updates Commissioner Angerer inquired about the status of the Sustainable Purchasing Framework Proposal that the Commission recommended go to City Council. Specialist Byron stated that staff had reviewed the document and it will be added to the agenda for the next available City Council meeting. No further updates from Commissioners. 6.b. Near Term Education & Outreach Commissioners discussed final preparations for the Home & Business Expo taking place on Saturday, March 18, 2023. Materials prepared for the ESC booth were provided for the Commissioners to review and comment on. 6.c. Land Acknowledgment City staff are seeking further background and guidance on this item prior to presentation to City Council for adoption and recommend forming a subcommittee to make recommendations for a successful implementation. Commissioner Delaney who presented this proposal was not present and recommendation was made to table until the next meeting. Motion by Johnson Second by Burman Motion to table this item until next meeting, April 11, 2023. Ayes: 5 Nays: 0. Motion carries. NEW BUSINESS 7.a. 2023 Education & Outreach Calendar Commissioner Johnson presented a draft update to the ESC blog guidelines and calendar for discussion. Commissioners provided feedback, discussed a set schedule for monthly posts, and set a schedule and assignment of topics through May. Motion by Johnson Second by Andrews Motion to discuss updated blog guidelines and format of blog posts on the City’s website at next meeting. Ayes: 5 Nays: 0. Motion carries. 7.b. 2023 Goals Development Commissioner Johnson presented his updates to the 2023 Goals. With potential new commissioners joining in the next few months, it was suggested this item is tabled until the next meeting. Motion by Johnson Second by Shoe. Motion to table this item until the next meeting. Ayes: 5 Nays: 0. Motion carries. ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES March 14, 2023 7.c. City Council Update Commissioner Angerer presented her draft presentation for the annual City Council update to the Commissioners for review and feedback. The Commission is scheduled to present to Council at the 5:00 p.m. Council Work Session on April 4, 2023. ANNOUNCEMENTS City Engineer Erickson announced that the City will be conducting an interview next week for an applicant for the ESC Youth Commissioner Chair. STAFF REPORT 9.a. Set Next Meeting Agenda for April 11, 2023 i. Update on the status of the Sustainable Purchasing Framework adoption by City Council ii. Land Acknowledgement iii. Finalize 2023 Goals Development iv.
