WORK SESSION PROCEEDINGS
JANUARY 5, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held
th thonTuesday, January 5, at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145 Street
West.
Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler and
Freske.
Staff present included City Administrator Martin, Park and Recreation Director Schultz, Public
Works Director/City Engineer Erickson, Community Development Director Lindquist, and Chief
of Police Dahlstrom.
DISCUSSION
2.a. Review Initial Concept for Flint Hills Trailhead
Director of Parks & Recreation Schultz discussed the four preliminary concept plans for Flint Hills
Athletic Complex which would be a joint project with Dakota County. The complex will bea
restroom and concessions facility for the seven green fields at the Flint Hills Athletic Complex and
trailhead for the Rosemount Greenway. Mr. Schultz discussed the four concept plans in further
detail and compared the plans toother comparable establishments. The Parks & Recreation
Commission recommends going forward with concept plan number 1, but to expand the
bathrooms.
Staff is currently applying for two DNR Grants for additional funding; a regional trail grant and a
parks improvement grant. The grant applications are due in March and will beawarded in June. The
project is estimated to goout for bids in January 2022 and construction to follow in that year. Staff
will also be asking the City Council to enter in to a joint powers agreement to cost share this project
with Dakota County.
Council agreed on the first concept plan but suggested switching the mechanical door from the
south side, consider solar paneling, have adequate support for bicyclists, and ensure there are
additional tables.
2.b. Potential Sewer Service Extension
Community Development Director Lindquist provided additional information to assist in deciding
whether tobegin extension ofpublic infrastructure. The area being discussed is the “triangle area”
ththeneighborhoodboundedbyHwy3, Biscayne Avenue and 130 to the south.
thStaffrecommendsexploringextensionsanitarysewerto130 Street and anticipates running water
within the same sanitary sewer trench, which would be approximately $425,000. Staff has reviewed
the core funds and there appears to be enough funding to permit extension of water and sanitary
thsewerto130.
Council suggested inviting the neighborhood toa public meeting toget their feedback regarding the
possible extension and discuss timelines for this to project. Council recommended staff also

consider a larger future project, i.e. pave roads and prioritize this project among the others in order
to better understand how soon this extension needs to take place and to prioritize funding.
In the meantime, staff will start having conversations with the Anderson property as they are
requesting alot division on the potential extension.
2.c. Restaurant Outdoor Patio Regulations
Community Development Director Lindquist discussed a recent request for an outdoor patio
located on the south side of the restaurant, adjacent to 151st Street and the Claret Springs
townhomes. There are two issues raised bythis inquiry based upon the current ordinances; the
seating area shall not bepermitted within two hundred feet (200') of any residential use and the patio
or deck area shall be controlled and monitored continuously during the hours of operation.
Council suggested reviewing the current ordinance this summer as the distance requirement of 200
feet may be more than needed. There was no concern regarding noise control based upon the
current plan and the hours of operation. Council also stated that the waitstaff coming in and out and
a possible camera would satisfy the controlled and monitored requirement. Council advised staff to
connect with the owner regarding the plans for trees, number of tables and additional greenery
versus the tall boards.
The next steps would be for the request to go to the Planning Commission for apublic hearing. The
restaurant owner did note that the owner reached out to the residents in nearby the townhomes and
only one had an issue and the others either didn’trespond or have an issue with the outdoor patio
request.
UPDATES
3.a. Potential Land Donation
City Administrator Martin and Chief of Police Dahlstrom informed council the land donation that
has been previously discussed has been locked down. Flint Hill will donate 20 acres north of the
Flint Hills Athletic Complex. Next steps will be to finalize acooperative agreement among the State,
Flint Hills and the City.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion byDroste,
second by Weisensel, the meeting was unanimously adjourned at 6:52 pm.
