ATTACHMENTS: Proposed EV Charging Locations APPROVED BY: LJM RECOMMENDED ACTION: Discussion Only BACKGROUND The Technology Task Force and the Environment and Sustainability Commission have both recommended that the City pursues the installation of publicly-available electric vehicle (EV) charging stations at parks and facilities around the city. This initiative aims to promote the adoption of EVs and provide citizens with convenient access to charging infrastructure. The installation of EV charging stations is a critical step towards achieving the City's sustainability goals. With the continued growth of EVs, there is a pressing need to provide adequate charging infrastructure that meets the needs of the community. By installing charging stations at parks and facilities around the city, citizens will have the convenience of charging their vehicles while enjoying the amenities offered by these locations. The locations being considered include the Community Center, Central Park/Splashpad, and the Minnesota Valley Transit Authority parking lot for an initial phase of installations. Staff has been researching EV charging station vendors, gathering installation cost estimates, and identifying the most suitable locations for the installation of the stations and would like to present their findings to the council for feedback and further direction. RECOMMENDATION Staff would like to discuss options for installing publicly available electric vehicle charging stations. ATTACHMENTS: 2023 Tier Increase Proposal APPROVED BY: LJM RECOMMENDED ACTION: Receive informational update and provide feedback BACKGROUND The Fire Relief Association, which manages the pension funds for our firefighters, has recommended an $800 increase in the retirement benefit from $8,600 to $9,400 per year of service. Representatives from the Relief Association provided staff with updated financial projections reflecting this proposal, which indicate that the Relief Fund will be 146% percent funded after accounting for the proposed increase. This funding ratio is reflective of the positive results of the Relief Association’s investments. As of April 2023, the Fund was 159% funded based on market performance and significant payouts (over $600K) last year. As the Council will recall, the Relief Association worked with the Council in the fall of 2019 to establish a procedure for adjusting the annual benefit based on the status of their financial investments. The Fire Relief Association recently proposed two additional tiers to the benefit increases, based on market performance. Funding Ratio Increase Less than 122% $0 <122% - 128% $150 <128% - 136% $275 136% - 146% $400 146% - 158% $600 158% or greater $800 Providing increased tiers reflects an opportunity for the Relief Association to more directly apply the earnings from its market performance back to its membership. This is also a key component of the Fire Department's ability to recruit and retain our paid-per-call team of firefighters. The plan still contains the same control measures in place to respond to poor market performance and / or reduced fund balance ratios (as discussed on the attached plan). RECOMMENDATION None, informational update only. Page 5 of 10 Yearly Benefit Increase Process Section 1. Annually, the process to determine a pension benefit increase shall involve the following steps: 1. The RFDRA Board will calculate the Plan Funding Ratio (PFR), defined as the ratio of investment portfolio assets divided by pension fund liabilities, effective December 31st of the previous year utilizing the updated year end information from the 4106_SC Schedule. 2. Any pension benefit increase request from above shall be contingent upon majority approval by the RFDRA membership in February. This demonstrates the RFDRA Board's commitment to the new pension benefit level. 3. The recommended effective date of the new pension benefit level once all contingencies are met would be July 1st of the current year to ensure the completion of any discussions with the city, obtain the necessary approvals from the RFDRA Board and membership, the City Council, and the updating of the bylaws. 4. The recommended PFR and corresponding per year of service pension benefit percentage increases are as follows: Plan Funding Ratio Increase less than 122% $0.00 122% or greater but less than 128% $150.00 128% or greater but less than 136% $275.00 136% or greater but less than 146% $400.00 146% or greater but less than 158% $600.00 158% or greater $800.00 5. As a protection and control, there shall be no increases in the pension benefit for any year that there is mandatory City contribution, and one year after the last mandatory City contribution. 6. This is designed to provide a buffer and additional safeguard for the volatility when large market corrections occur. 7. All spreadsheets and financial models created by RFDRA Board members should be regularly updated with current information and provided to the city for review in April as part of the increase pr ocess. 8. A year end recap should also be provided to the city in April containing the following: a. Investment returns b. State Aid received c. # firefighters added d. # firefighters declined e. Plan Funding Ratio (Accrued Liabilities and Assets from Year End Schedule submitted to state) f. Proposed benefit increase based on above tiers g. The City Council received bids and awarded contracts for Bid Package No. 1 at the March 21st meeting. The second bid package will be received May 4th. Staff have been working with our municipal advisor from Baker Tilly, Doug Green, on the bonding process. In May, we will begin preparing our Preliminary Offering Statement that will be released in June. As a part of that, we will need to finalize the bond payment structure. Mr. Green will be in attendance to discuss the bond structuring. RECOMMENDATION No action needed. Receive update and discuss next steps.
