April 24, 2023
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Parks & Recreation Commission of the
City of Rosemount was called to order on April 24, 2023, at 7 :0 1 p.m. in the City Hall, Council
Chambers, 2875 145th Street West, Rosemount.
Chair Eliason called the meeting to order with Commissioners Bonkoski, Edminson, Flury,
McDonald and Speich. Commissioners Angell, DeBettignies and Young were absent.
Staff and others present included the following;
Parks &Recreation Director Schultz, and Recording Secretary Rambo
Guest Mike McMenomy
Oath of Office: James Bonkoski and Jennifer Edminson
Motion by Speich, Second by McDonald to have Eliason serve as Chair of the Parks and Recreation
Commission. Ayes: 4, Abstained 1, Nays: 0 Motion carried.
Motion by Flury, Second by Eliason to have Bonkoski serve as Vice Chair of the Parks and Recreation
Commission. Ayes: 4, Abstained 1, Nays: 0 Motion carried.
ADDITIONS OR CORRECTIONS TO AGENDA None
APPROVAL OF MINUTES
Motion by Bonkoski, Second by Speich
Motion to approve the minutes of the January 23, 2023 meeting.
Ayes: 5 Nays: 0 Motion carried.
AUDIENCE INPUT – Mike McMenomy spoke on the history of McMenomy Woods

NEW BUSINESS
7.a.Parks and Recreation Happenings 2022 – 2023: Staff shared an update on how we
finished 2022 and what activities and projects will be taking place in 2023. Update only and no
action is being requested.
7.b.UMore Ballfields Park Building: Concept Plans – There are plans for a park building to
support the activities in the park and for the future pickle ball court complex that will be built south
of the complex. Staff have been working with Oertel Architects on developing concept plans for the
building. The building will include restrooms, mechanical space and a flex space that can be used to
serve concessions. The building will function much like the building at Erickson Park. Included in
the packet are two concept plans that have been developed for the building. The early estimate for
either building is around $1,100,000. The Commission reviewed and discussed the two concepts
and provided direction to staff regarding moving forward on a preferred design. Update only and no
action is being requested.

Park Improvement Fund Balance as of March 31, 2023: $3,814,421.24
Inflows to the Park Improvement Fund last month were as follows:
Dedication fees - $36,465.00
Grants/Other - $0
Interest - $7,953.17
Donations - $0
Expenditures - $6,563.00 (Controller for UMore ballfield 1, design fees for Erickson Park redesign
and Central Park planning)
ADJOURNMENT
There being no further business to come before the Parks and Recreation Commission and upon a
motion by Speich and a second by Flury the meeting was adjourned at 7:57 p.m.

BACKGROUND
As part of the Talamore Development there is a plan for a future that is included in the City’s Parks and
Trails Master Plan. Staff have been working with WSB on updating the concept plans for the park that
had been previously shared with the Commission. The plan is for the park to serve as a smaller mini
park with amenities for local residents to use. The park is 1.5 acres in size and includes a playground,
basketball court, putting green, landscaping, a natural area and trails.
Included in the packet are the concept plan and a proposed cost estimate for the project. Staff would
like for the Commission to review and discuss the two documents and provide feedback to staff.

BACKGROUND
As the City moves forward with the development of a new Public Works Department and Police
Department Campus, the City has an opportunity to plan for the reuse of what will be the old Public
Works campus. The attached master plan concepts show a combined Central Park and former Public
Works Campus. Staff have been working on creating concept plans for the area in hopes of making the
space more attractive to residents because of the wide variety of recreation opportunities. This area is
already home to the bandshell/amphitheater, Central Park shelter, playground, outdoor skating, splash
pad, sun shelter, veteran’s memorials and walking trails. The concept plans show expanded parking
areas, additional trails, a new playground space, phase 2 of the splash pad, reuse of a garage as a
recreation facility and much more.
Staff will discuss the three concept plans in detail with the Commission at the meeting on Monday.
Included in the packet are three concept plans that staff would ask the Commission to review the
concepts and provide feedback to staff.

Expenditures – $365,250.80 (McMenomy Woods Purchase and various park designs)
Arbor Day - The Arbor Day Tree Giveaway was held on Saturday, April 29th. Representatives from
Dakota Electric along with Mayor Weisensel were on hand to help distribute 150 trees to a very
enthusiastic crowd.
Derby Day Party - We hosted our first Derby Day Party at the Steeple Center on Thursday, May 4th.
Attendees were encouraged to dress for the occasion, and they enjoyed Derby themed treats, games,
prizes and even a performance of “My Old Kentucky Home” by a vocal trio.
