ADJOURNMENT Page 1 of 6 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS MAY 22, 2023 CALL MEETING TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount Parks and Recreation Commission was held on Monday, May 22, 2023, at 7:01 PM. in Rosemount Council Chambers, 2875 145th Street West. Eliason called the meeting to order with Commissioners Bonkoski, Edminson, Eliason, Flury, McDonald and Young. Commissioners Angell, DeBettignies and Speich were absent. Guest - Mike McMenomy Staff present included the following; Parks and Recreation Director Dan Schultz and Recording Secretary Rambo ADDITIONS OR CORRECTIONS TO AGENDA None APPROVAL OF MEETING MINUTES a. Minutes of the April 24, 2023 Regular Meeting Motion by Bonkoski Second by Young Motion to Approve Minutes from April 24, 2023 Ayes: 6. Nays: None. Motion Carried. AUDIENCE INPUT Guest Mike McMenomy offered to take City Staff, Commissioners' and Council Members on a tour of McMenomy Woods. DISCUSSION (Response to Audience Input): Director Schultz will send a memo out to all regarding the tour of McMenomy Woods. UNFINISHED BUSINESS None NEW BUSINESS a. Concept Plan Review for the Public Park – Talamore Development The Commission reviewed the concept plan, proposed cost estimates and provided Page 2 of 6 feedback to city staff. b. Central Park and Public Works Campus Master Planning The Commission reviewed the three concept plans and provided feedback to staff. In June there will be a tour of the current Public Works facility, Central and Erickson Parks. c. Director’s Report Park Improvement Fund Balance as of April 30, 2023: $3,910,712.84 Inflows to the Park Improvement fund last month were as follows: Dedication fees - $36,465.00 Grants/Other - $0 Interest - $8,099.29 Donations - $0 Expenditures - $365,250.80 (McMenomy Woods purchase and various park designs) ADJOURNMENT There being no further business to come before the Parks and Recreation Commission and upon a motion by Bonkoski and a second by Young, the meeting was unanimously adjourned at 8:03 p.m. Respectfully submitted, Michelle Rambo Recording Secretary Page 3 of 6 EXECUTIVE SUMMARY Parks & Recreation Commission Regular Meeting: June 26, 2023 AGENDA ITEM: Central Park and Public Works Campus Walking Tour AGENDA SECTION: UNFINISHED BUSINESS PREPARED BY: Dan Schultz, Parks & Recreation Director AGENDA NO. 6.a. BACKGROUND As the City moves forward with the development of a new Public Works Department and Police Department Campus, the City has an opportunity to plan for the reuse of what will be the old Public Works campus. At last month's Commission meeting, we reviewed and discussed three Master Plan concepts that show a combined Central Park and the former Public Works Campus. The goal is to make the space more attractive to residents because of the wide variety of recreation opportunities. This area is already home to the bandshell/amphitheater, Central Park shelter, playground, outdoor skating, splash pad, sun shelter, veteran’s memorials and walking trails. The concept plans show expanded parking areas, additional trails, a new playground space, phase 2 of the splash pad, reuse of a large garage as a recreation facility and much more. Staff will lead the Commission on a walking tour of Central Park and Public Works Campus and discuss the concept plans in further detail with the Commission at the meeting on Monday. Staff will have concept plan handouts at the meeting. RECOMMENDATION None, discussion only. BACKGROUND Park Improvement Fund Balance as of May 31, 2023: $3,835,041.82 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $2,042.00 Grants/Other - $0 Interest - $10,676.91 Donations - $0 Expenditures – $85605.98 (Park Project Planning, Trail Design and Portable Toilet Enclosures) Spring Clean Up - Spring Clean-Up was held on May 20th at DCTC, which had a great turn out. Residents were able to recycle and dispose of items that are not normally accepted by their trash hauler. Over 400 residents came through the line on Saturday, which resulted in a line stretching west down HWY 42. Michelle Hoagland and her Keller Williams team shredded over 6,500 pounds of paper! Thank you to our Public Works crew and volunteers for assisting with this event. We would not be able to do this without them! Summer Programs - We are off to a great start to summer programming! Many Parks & Recreation activities and programs began on June 14. Highlights include: T-Ball, Pre-School Soccer, Little Explorers, Kid's Corner and Nerf Wars. We ended week 1 with 100 kids attending Safety Camp. Waterpark Camp, tennis lessons, skateboard camp and puppet shows will begin on June 19. RECOMMENDATION None, discussion only. Page 6 of 6
