Currently, property owners are required to connect to City services within two years from the date that service becomes available. As previously discussed, longer time period for connection to services would be reasonable. Attached for Council consideration and approval is a proposed ordinance requiring property owners to connect to City services within ten years from the time the service is available, or in the event a private system fails, whichever occurs first. It was discussed that ten years is reasonable to acknowledge recent investments by property owners in private systems. SUMMARY: CITY COUNCIL Staff recommends Council adopting the attached ordinance.
