BACKGROUND:
Over the past year, Council has discussed on several occasions the City's requirement for property owners
to connect to City services when available. Currently, property owners are required to connect to City
services within two years from the date that service becomes available. As previously discussed, longer
time period for connection to services would be reasonable.
Attached for Council consideration and approval is a proposed ordinance requiring property owners to
connect to City services within ten years from the time the service is available, or in the event a private
system fails, whichever occurs first. It was discussed that ten years is reasonable to acknowledge recent
investments by property owners in private systems.

AN ORDINANCE RELATING TO CONNECTIONS
TO CITY WATER AND SANITARY SEWER SYSTEMS;
ADDING NEW CITY CODE SECTION 4-1B-10
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA ORDAINS:
Section 1. The Rosemount City Code is amended by adding new Section 4 1B 10 as follows.
4 1B 10: CONNECTION TO MUNICIPAL SYSTEM REQUIRED:
All buildings used for human habitation must connect to the municipal sewer and water system
within ten (10) years from the time the municipal system is accessible to the property upon which
the building is located, or when the City determines that the private system servicing the property
has failed, whichever is earher.
Section 2. This ordinance is effective the day following its passage and publication.
ADOPTED this 11 day of July, 2006.
