ADJOURNMENT Page 1 of 9 UTILITY COMMISSION REGULAR MEETING MINUTES April 24, 2023 CALL TO ORDER Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount was called to order on April 24, 2023, at 5:32 p.m. in the Conference Room, City Hall, 2875 145th Street West, Rosemount. Attendees included: Commission Chair Greg Johnson, and Commissioners Vanessa Demuth and Laura Miller. Staff present included the following: Mayor Weisensel, City Administrator Martin, Public Works Director Egger, and Recording Secretary Simonson. ADDITIONS OR CORRECTIONS TO AGENDA None. ANNUAL MEETING 3.a Issuance of Oath – Commissioner Vanessa Demuth Mayor Weisensel administered the oath. AUDIENCE INPUT None. APPROVAL OF MINUTES 5.a. November 28, 2022 Utility Commission Meeting Minutes Motion by Demuth, Second by Miller Motion to approve the minutes of November 28, 2022 Utility Commission Meeting Ayes. 3. Nays. 0. Motion carried. PRESENTATION None. PUBLIC HEARINGS None. OLD BUSINESS 8.a. 2022 Water Efficiency and Stormwater Rebate Recap Public Works Director Egger presented the 2022 water efficiency and stormwater rebate numbers and discussed with Commissioners. It was noted that the Homeowners Association (HOA) irrigation audits have produced the biggest savings in water consumption. The City will continue to promote the Water Efficiency and Stormwater Rebates. NEW BUSINESS 9.a. Discussion with Parks Department – Opportunities for Additional Water Conservation Page 2 of 9 Parks and Recreation Director Dan Schutlz discussed with Commissioners the ways the Parks and Recreation department is working to reduce water usage in parks throughout the City while maintaining the balance with athletic field maintenance and demands. Currently the City has 30 parks in which only 13 parks are irrigated. The City is working to reduce the amount of turf area by creating native planting areas, irrigating only the athletic fields and using smart irrigation systems for the large complexes, regularly inspecting and maintaining the irrigation systems, choosing the right grass seed for athletic fields based on the soil in each location, and continuing to research options to reduce water usage and maintenance. EXECUTIVE DIRECTOR’S REPORT 10.a. City & Development Project Update Director Egger provided a brief update of the projects around town. Commissioners inquired as to how the City monitors the water usage capacity with all the new developments. It was noted that as development projects come in, numbers are input into a systems model to obtain numbers for water usage. 10.b. Well Pumping Reports – Q4 (2022) & Q1 (2023) Director Egger went over the well pumping reports for Q4 of 2022 and Q1 of 2023. Well 7 was run in January for testing and cycling. 10.c. 10-year Summary of Water Usage Commissioners reviewed and discussed the 10-year summary of water usage from 2012 to 2022. 10.d. Top 10 Water Users Listing Director Egger reviewed the top 10 water users in the City in 2022. 10.e. Advanced Metering Infrastructure Installation Director Egger provided an update on the status of the installation of the Advanced Metering Infrastructure (AMI) system. The AMI system is a two-way radio system that collects water use data from meters throughout the community. 10.f. 2024 Budget Proposal – Smart Meter Discount Purchase Program Commissioners discussed creating a smart meter discount purchase program in 2024. The City would purchase smart meters in bulk and sell to residents at a discount. Additional research and discussion will be needed before recommending this program. 8.c. Set Meeting Agenda for June 26, 2023 i. ATTACHMENTS: 2023.07.10 Water Efficiency and Stormwater Rebate Update APPROVED BY: RECOMMENDED ACTION: None BACKGROUND Summary and updates on the Water Efficiency Rebate and Stormwater Rebate program activity. RECOMMENDATION None Page 4 of 9 Quarterly Water Efficiency Rebate Update: The City of Rosemount was awarded a Water Efficiency Grant from the Metropolitan Council (MCES) in the amount of $34,000 for the 2022-24 grant cycle. As part of this program, the following rebate amounts are allowed: •$50 for Water Sense Toilets •$150 for Energy Star Washers •$150 for Energy Star Dishwashers •$150 for Water Sense Irrigation Controllers •$200 for Irrigation system audits The City also partners with the Vermilion River Joint Powers Organization (VRWJPO) to offer funding to multi-family residential properties for low-cost irrigation audits and improvement cost share grants through this funding source. Under the program, HOAs pay $50 towards the cost of an audit, a savings of several thousand dollars, and are eligible for grants up to 80% of the cost, not to exceed $1500, for WaterSense improvements recommended in the audit reports. Match dollars for the MCES Grant are split between the City and the VRWJPO, with the VRWJPO handling the management and hiring of the irrigation auditor, and the City managing the WaterSense improvement grant. The City and VRWJPO also provide a grant for non WaterSense audit recommended improvements up to 20% not to exceed $500. Previous audits through the program have shown HOAs are wasting on average 1 Mgal/yr at a cost of $4,146 per year on inefficient irrigation. HOA irrigation audit participants have been selected for 2023 and are currently in the process of being audited. City staff emails the top 10 HOA water users in the spring of each year about the program to encourage interest. The program is also advertised on the City website on its “Rebates & Assistance Programs” page www.RosemountMN.gov/rebates, has been presented to the HOA Leadership Network https://hoaleadershipnetwork.org/, and shared with HOAs during other staff/resident contacts. The City has also opened the program up to other multi-family properties that don’t have a governing HOA, such as apartments, through a recent agreement amendment with the VRWJPO. Table 1 provides a summary of the entire rebate program activity. In March 2020, City Council approved the Stormwater Rebate Policy and established a maximum amount of $5,000. Table 2 provides a summary of the entire rebate program activity. ATTACHMENTS: Manganese Sampling Results - Feb 2023 APPROVED BY: NAE RECOMMENDED ACTION: Informational/Discussion BACKGROUND City staff and representatives from the Minnesota Department of Health will summarize findings of the sampling regimen from early 2023, Attached are graphs of and charts of manganese level readings. Staff and MDH will explain in further detail during the Commission meeting, and discuss the MDH's guidance/recommendations for adjusting pumping patterns to promote in-system water source blending. RECOMMENDATION No action necessary.
