JUNE 26, 2023
CALL MEETING TO ORDER
Pursuant to due call and notice thereof, a regular meeting of the Rosemount Parks and
Recreation Commission was held on Monday, June 26, 2023, at 7:00 PM in Rosemount Council
Chambers, 2875 145th Street West.
Bonkoski called the meeting to order with Commissioners Angell, DeBettignies, Edminson,
McDonald and Speich. Eliason, Flury and Young were absent.
Staff present included the following;
Parks and Recreation Director Dan Schultz and Recording Secretary Rambo

APPROVAL OF MINUTES
a. Minutes of the May 22, 2023 Regular Meeting
Motion by Speich Second by McDonald
Motion to approve Minutes of the May 22nd, 2023 Regular Minutes
Ayes: 6.
Nays: None. Motion carried.
AUDIENCE INPUT
Guest Tamie Roudebush expressed concern over the high volume of tournament traffic at the
Bloomfield ballfields and the impact this has on the neighborhood.
DISCUSSION (Response to Audience Input):
Director Schultz will meet with the Recreation Supervisor in charge of field usage and discuss
the option of having Bloomfield be practice fields only, therefore eliminating the impact
tournament traffic has on this neighborhood.

a. Central Park and Public Works Campus Walking Tour
Director Schultz lead the Commissioners on a walking tour of Central Park and the
Public Works Campus.
NEW BUSINESS
a. Project Updates (verbal)
Director Schuktz gave verbal updates on current Parks and Recreation happenings.
Items included were progress reports for pickleball courts, new playgrounds at Claret,
Biscaye and Kidder Parks, and how code enforcement is handling park enroachments.
b. Director’s Report
Park Improvement Fund Balance as of May 31, 2023: $3,835,041.82
Inflows to the Park Improvement fund last month were as follows:
Dedication fees - $2,042.00
Grants/Other - $0
Interest - $10,676.91
Donations - $0
Expenditures - $85,605.98 (Park Project Planning, Training Design and Portable Toilet
Enclosures)
ADJOURNMENT
There being no further business to come before the Parks and Recreation Commission Director
Schultz called the meeting and it was unanimously adjourned at 8:10 p.m.

RECOMMENDED ACTION: Motion to recommend the City Council Approve awarding the base bid, bid
alternate 1 and bid alternate 3 to the low bidder Northern Lines Contracting.
BACKGROUND
We recently put the Pickle Ball, Dog Park and Stormwater Project out to bid. The bid package included
the following items:
Base Bid – Grading, driveway, parking lot and necessary project utilities
Bid Alternate 1 – Construction of 12 pickle ball courts
Bid Alternate 2 – Dog Park parking lot
Bid Alternate 3 - Regional Stormwater Improvements
Attached are the bid results from the nine bidders. Staff is recommending that we award the base bid,
bid alternate 1 and bid alternate 3. The base bid and bid alternate 1 will be paid for through the parks
improvements fund (parks dedication fees) and the bid alternate 3 will be paid for from the
stormwater fund. The current balance in the parks dedication account is $3,732,218.13. This project
will have a sizeable impact on our account balance, but we do have several projects that will replenish
our account in the coming months.
One item to keep in mind is that the developer has not yet dedicated the land to the City for the park,
but staff anticipates that happening in the next couple of weeks. The City will not sign the construction
contracts until we have been deeded the land.
RECOMMENDATION
Staff is recommending that we award the base bid, bid alternate 1 and bid alternate 3 to the low

Re: Rosemount Pickleball & Dog Park
Dear Dan,
On Thursday, June 29, 2023, bids were received for the Rosemount Pickleball & Dog Park
project. Please refer to the attached Bid Tabulation for specific amounts.
Following the bid opening, we spoke with representatives from Northern Lines Contracting to
confirm their understanding of the project. Northern Lines Contracting stated that they were
comfortable with their bid and that they are ready to accomplish the work. Northern Lines will
be working on the Akron Road project; we feel comfortable with their capacity to perform on
these projects and their ability to complete the project in a timely manner and on budget. With
the available funding in mind, we recommend accepting the following Contractor’s bids as
listed below:

BACKGROUND
Central Park/Public Works Campus Master Planning – Staff are still in the process of getting input from
user groups regarding the plans staff hopes to take this to the City Council at one of their upcoming
work session meetings.
UMore Ballfields Park Building - Staff are still in the process of getting input from user groups regarding
the plans staff hopes to take this to the City Council at one of their upcoming work session meetings.
Life Time Project - We broke ground on July 5th and held the Ground Breaking ceremony on July 11th.
Things are moving along as expected with the grading.
Bonaire Path Trail Design – The consultant for this project is finishing up the plans and once they are
complete, Staff we'll hold a neighborhood meeting to discuss the future improvements.
Dunmore Park – The developer is cleaning up the park area from of the miscellaneous construction
debris so that we can get an accurate survey done. After completing the survey, we will start the
creation of the plans and specifications for the project.
Talamore Park - We are working on plans and specifications for this project and plan to bid this
sometime in early 2024.

Leprechaun Days – The largest of the community special events will take place July 22 – 29. There are
